Ground Vehicles that need lower access: (not necessarily moving them entirely, but add them to a lower rotation)
Germany
Waffentrager Krupp-Steyr "Waffle tiger" (although it won't honestly do any better at lower ranks anyway)
Panzer IV/70A (obvious weakspots)
Panzer IV/70V (Would negate the reaosn to use the jagdpanzer IV though, but the Panther D negates the reason to use this vehicle too especially considering it is actually tankier than the Panzer IV/V. Also its upgraded 80mm armour would be too much for russians)
Jagdpanzer IV (Would negate the reason to use the Stug III F)
hetzer (May be a little too OP considering russians don't have suitable guns to counter hetzer unless attacking from the side)
Kanonen Jpz 4-5
Panther G (no reason to use this vehicle when the panther II is there. Also its actually easier to kill and moves slower with a slower turret traverse than the panther A, so, lmao) Done!

Leopard 1 (gets rekt by PT76s and just about everything it meets) Done! In 8_2_2
Panzer VIII Maus (Would serve as the ultimate heavy tank balancer for late war axis, besides Allies already have plenty manoeuvrable tanks capable of easily taking it down in the size of most maps). IS-3 should also go down if the Maus goes down.

Zis-43 (It wobbles as if it's going to tip over, and is terrible as SPAA)
ZSU-57 (close the gap between ZSU-37 and ZSU-57)
BM-8-24 "Mini Katyusha on Tracks" (currently only available in 2_1 with 24mm penetration)

... and just about all SPAA that use Bofors auto cannons as their only armament (they fire too slowly to be effective against aircraft, and has 76mm penetration at point blank, reducing to 34mm at 30 degrees at 1000m)
These should probably get a step-down access because there's hardly any reason to use them when there's a more tankier, faster and better gunned vehicles in the lineups they have access to. While the hetzer/jagdpanzer series are indeed good vehicles for their current matchup, they aren't used much at all because there's hardly any reason to use them, and people that do use them generally do terrible anyway.

Do 335 (all). A-0 is also missing from all rotations strangely enough. Despite being Germany's fastest vehicle at low altitude, its also one of the worst.
Ta 152 (all) + FW190D (Why the heck does the bearcat get access? Plus Gaijin doesn't realise how ineffective and generally terrible German rank IV vehicles are.
FW190 A-8, (generally ineffective in most people's hands, and besides brittish get access to the LF mk 9 early)
FW190 D series (Counter the Bearcat, AD-4, A-26, F4U and just about every stupid plane gaijin added to the allied bias)
Me 262 (A series) + He 162 because there's absolutely next to no reason to fly this plane. The A-2A is an exception with its bomb load though.

La-9 (Hopeless cockpit. It's a fine super prop, don't get me wrong, but is anyone even good at this vehicle in fighter x fighter engagements? yeah nah.

Also, 1_1 needs to be split up into two rotations because it is very unbalanced. Newbies will struggle to do anything with their reserves and post-reserve vehicles in especially japan and france.
"Captured Premium" vehicles and the alike should have limited skin selection.
e.g.
T-V,T-III, German KV-1E 76mm, T-34 747(r), M26 must not have the identical or similar skins to the originals available in selected matchups (i.e. NATO vs USSR has no problems so free skin selection is okay there. Japanese M26 shouldn't be allowed the forest camoflage, there shouldn't be yellow-only T-V skins allowed, nor grey T-IIIs). If there is no alternative skin, it should be as simple as fetching a skin from the live community and automatically granting it as rent-premium skin for the sake of SB that should require no more than 30 lines of code.
Aircraft that shouldn't really be in SB Tanks lineups at all or should be moved up two or more lineups where possible due to their overpoweredness:
