Critical to the decision whether to allow the development to receive permission, was the issue of the ability to access the Sports Centre and the safety of those having to use the new narrow road, the turning circle area next to the entrance to the Sports Centre, the footpath on the park side of the new building and the route across the park when open.
It was due to this that there was a public enquiry during which the developer and Camden submitted proposals in the form of a section 106 agreement that were intended to address the issue - mainly by the new land owners having to employ one or more marshals to oversee traffic etc during and beyond the hours that the Sports Centre was open.
Details of actual (or in one case, reputed), traffic were recorded in text, photos and video clips. Unfortunately at some point, Google switched to Google photos which has meant that at present, some photos and clips no longer show up on what is shown on these, the following, pages.

There are over 100 links but they do not connect at present due to Google having retired its Picasa software and transferred all photos and clips to Google Photos. In the event that anyone wants to view any, the links can be changed but is too laborious a task to change them all.

Citidwell, a subsidiary of the developer Findon, carried out a survey of vehicles visiting Dalby St for the 8 days from 10th to 17th October 2014. It contains 9 spreadsheets, the first is a summary, the rest being each of the 8 days. The times of arrival and departure and number plate of each vehicle is shown. As far as we know, Findon were not asked to arrange for this survey to be carried out.

These are Video Clips, Photos and Observations of the situation around Dalby St from 10th October to 17th October 2014, by Nick Harding. They are the same 8 days as that of the "Traffic Survey" carried out by Citidwell Ltd. Citidwell was an associate company with the developer, Findon. No evidence has been received that Citidwell were instructed to carry out their survey and, had Camden instructed them, there would surely have been an important conflict of interest.

13.30 No Marshal. Grey unmarked van without blue badge in Disabled bay and 2 cars there with blue badges.
16.00 No Marshal. The video shows vehicles driving into pedestrian areas next to children. About 10 minutes spent in the area and no marshal seen. Grey van which was in the disabled bay earlier, now in loading bay. 2 cars with blue badges in disabled bay. Small car parked and moving off in the small space by the blind corner. Probably the person who does the catering and who would have needed it in the loading bay

No sign of a marshal during the15 mins spent in the area. 3 vehicles in the disabled bay for most of the time. The large unmarked grey van, seen yesterday as well was there without a blue badge. One of the 2 cars had a badge, one didn't.

15.00 Present at and around Turning Circle for 50 mins. After 45 minutes a marshal walked round the building and stayed for less than a minute at the turning circle. Car without blue badge in Disabled Bay.

She had earlier asked at the concierge's office and had been told that the only marshalling being done was by the concierge. She was not familiar with the situation at the turning circle but was eloquent about the danger at this junction.

Clip1 1.23m. Concierge there marshalling, but having difficulty controlling. Sound on clip malfunctioning but not relevant except when someone complained to the concierge that there had been no marshalling when she came on Saturday and it had been very dangerous - she was a pedestrian with a child

Astonishing scenes, inadequately evidenced by these 3 clips-
- The first visit ever made after 7pm on a weekday. At 7.30, there was chaos. The concierge/marshal who is on duty after 7pm and at weekends, welcomed me as someone whom he could demonstrate to a driver supported him. When I met the marshal (Chris) before he had objected to my filming but this time saw it as supporting what he was doing and the (hopeless..) situation he was in.
- The 3 clips here suffer from being made in the dark, with a new tablet and rather rushed. In the short few minutes I was there:
- There was chaos with cars arriving and having to park and drive in ways and places not safe or intended.
- Chris persistently told me, sometimes on camera, that it was not his fault, there was nothing he could do about it. He blamed "the Council" because a session had ended later than expected. I told him (what I believed) that there was nothing more he could do.
- Chris welcomed me by saying that he had seen that I was in the area (actually I had only been there for 5 minutes before seeing him) but the significance to me was that someone tasked with the job of marshalling, is more likely to be conscientious if aware that they are being watched.
- Someone said he had to pick up his child, parked where he was forced to stop, on or next to the turning circle and when challenged by the marshal, invited him to call the police. A catch 22 situation as the marshals job is to move people on, the parents job is to comply with elementary responsibility including the obligation under the Children's Act (?) to ensure a minor is escorted in and out between authorised adults.
- Someone objected to me filming as there were children around. I offered to talk to him and explain the reason (which usually causes the person to switch to being supportive) but the situation was too chaotic for any such possibility

16.00. 3 clips taken over about 6 mins shows no marshal present at the TC. Pedestrians flooding in, often oblivious to the zebra crossing. Shortly before Clip1, there was a marshal but he walked back to the concierge's office, A few minutes after Clip3, I saw that a different marshal had appeared. Clips lost - may turn up..

Two clips, 1 and 2. Before 1, a marshal seen who then walked back to the concierge office. These 2 clips show no marshal. Sometime after the 2 nd clip, a marshal appeared – not filmed.
