This is the link to the Citidwell Traffic Survey 10-17 Oct 2014.xlsx. It consists of 9 spreadsheets, the first is a summary, the rest being each of the 8 days. The times of arrival and departure and number plate of each vehicle is shown.
The other link here is to Copy of New Locked Citidwells Traffic Survey 10-17 Oct 2014 with added sheets.xlsx
It requires some attention to be of any use as it is not very clear! It contains the same 9 worksheets and these worksheets in addition-
“All 8 Days”. The contents of the above Sheets 1 to 8 copied on to this one sheet
"Max no each minute detailed". This uses formulas to show for every minute the total vehicles arriving less departing from the start of each day to show the number of vehicles in the area and any one time.
"Max Abbr". This is the above but with the columns showing the make-up of the maximum numbers of vehicles hidden and many of the rows covering periods when there is no video clip, also hidden. This sheet includes notes and links to the clips etc that contradict Citidwell's findings. The time given for the clips may sometimes be a few minutes different from that shown but it can be seen that that would never make a significant difference.
"By Car No". This shows the result of applying the arrange function to the car numbers and listing them in alphanumeric order. It provides evidence that some vehicles recorded on video as being in the area were never during all 8 days recorded as visiting.
“Contents of Workbook and Checks”
We have been able to compare much of what is shown in Findon's survey with the video clips which are on the "Log from 10.7.14 when the flats first occupied" page on this site (click on link on left sidebar).
Below is a comparison between what is recorded in Findon's survey and what is shown in the videos clips on the log where there are clearly major differences. Links to the clips are in the times shown below each date. The times given for the clips may be a few minutes out
Oct 2014
Fri 10th
37 second clip shows KE14NVT and YY04PPK. Neither of those numbers are shown in the Traffic Count for this day. The clip shows them both arriving within a few seconds of each other. They are showed on the Counts on these other days (Never both on the same day)
KE14NVT Sat 11th 14.38 – 14.56 and 16.14 – 16.19. Fri 17th 15.59 – 16.07 and 16.56 – 17.19
YY04PPK Sun 12th 20.09 – 20.14. Mon 13th 19.31 – 19.36. Wed 15th 17.28 – 17.31 and 19.36 – 19.40
The total number of cars shown as in the area shown by the Count was 1. The clip shows more – 3 or 4.
Sat 11th
LM08LMY (Black Cab), MA58DYJ (DB), LN64JWX (DB) and Lorry (number not visible) shown on the clip. 1 min 25s clip shows the above. 1 min clip shows the lorry and one of the cars still in the Disabled Bay ie one had left between the clips.
The Counts show none of the 3 whose numbers are given on any of the 8 days of traffic counts. The only lorries listed for Sat 11th are shown as leaving at 10.04 and 10.34. On and before 14.56, one vehicle was recorded as being in the area. From 14.56 to 15.32, none were shown.
Mon 13th
These clips, the first of which was at 15.30, the times of the others are less precise. Covering this period the Citidwell’s counts show that between 15.33 and 15.50 there was no vehicle in the area (and none arrived or departed). At 15.50 EO03 HDJ arrived and between 16.00 and 17.00 some 13 cars arrived and 13 left. Large white car in Disabled Bay throughout has clearly visible no L562TUW which is not listed as having visited on 13.10.14 or any of the other 7 days. The only other number plate visible ended in TKO and no such number appears anywhere in the Counts
Tue 14th
(Camera’s last day..). These 2 short clips show between 5 and 8 cars, several moving at the same time. This bears no resemblance to what is shown in the Traffic Count
Count shows no vehicle in the area at 18.00 and following movement between 18.00 and 18.30-
18.01 1 arrival = 1 in area. 18.02 1 arrival = 2 in area
18.05 2 Departures. = 0 in area. 18.07 1 Arrival = 1 in area

18.12 1 Departure = 0 in area.18.30 1 Arrival = 1 in area
Wed 15th
These 3 clips, the first at about 19.30 and the others shortly after, ending before 20.00 show masses of cars in the area, moving erratically with a marshal having difficulty controlling the situation. The traffic count records there being one car in the area at 19.30 and the following activity in the next half hour.
19.32. 1 arrival = 2 in area. 19.34. 1 arrival, 1 departure = 2 in area
19.36. 1 arrival = 3 in area. 19.40 1 arrival, 2 departures = 2 in area
19.42 2 departures = 0 in area. 19.43 1 arrival = 1 in area. 19.44 1 arrival = 2 in area
19.48 1 departure = 1 in area. 19.54 1 departure = 0 in area. 19.55 1 arrival = 1 in area
Thur 16th
16.00. 3 clips taken over about 6 mins shows no marshal present at the TC. Pedestrians flooding in, often oblivious to the zebra crossing. Shortly before Clip1, there was a marshal but he walked back to the concierge's office, A few minutes after Clip3, I saw that a different marshal had appeared. Clips lost - may turn up..

Fri 17th [These links need some attention for them to work!]
16.00
Two clips, 1 and 2. Before 1, a marshal seen who then walked back to the concierge office. These 2 clips show no marshal. Sometime after the 2 nd clip, a marshal appeared – not filmed.

Observed that there were 3 people in the concierge’s office which suggests that the concierge had to perform duties there.
We have not been informed as to whether Camden requested this survey and if they did, whether they were aware of the potential conflict of interest arising.
Furthermore, we are not informed as to whether Camden took it into account when deciding the extent to which they would enforce the terms in the s106 agreement particularly concerning marshalling.
