Sat
Situation at turning circle. Also, vision along footpath
21.4.13
Sun

Scaffolders working in footpath, saying it is a building site and they are authorised by Sheldon. Also, sub contractor blocking half of PoW road near bridge
Thu
3.45pm Footpath partially blocked with construction work taking place in it
Wed
2.45 and 3.30pm. Footpath partially blocked. Both marshals at PoW junction, so none at north end. Very busy at Sports Centre
Sat
4pm. Current state of building from park. Dangerous situations recorded, ambulance arriving and vehicles using pedestrian areas round turning circle (due to the planned bollards not having been installed.
Fri
2.45pm Materials which have been unloaded onto pavement being loaded over pavement
Tue
Large lorry blocking all of New Dalby Street and therefore effectively closing it. Also base of scaffold poles not protected
Mon
Scaffolding and materials on top of scaffolding over road. If poles are hit, materials will collapse onto those below and perhaps in Wilkin St Mews
Sat
Clips taken to show how wrong positioning of Y-columns causes those walking along footpath not to have a clear view
Sat
Photos taken to show how wrong positioning of Y-columns causes those walking along footpath not to have a clear view
Wed
Clips etc at 2.30 and 4pm showing unsatisfactory safety situation when concrete deliveries are made. Also, Sheldon lorry obstructing the end of Dalby St
Thu
Severely reduced pavement space on Prince of Wales Road; absence of visibility at north end of walkway; disabled badged bay below required standard; site open at northern end.
Tues
Clip showing no marshal on duty
Mon
Lorry loading outside site parked on pavement causing pedestrian footpath to be partly on Prince of Wales Road which has cones. No stop/go boards with one way system as previously. Lorry blocking half of entrance to Dalby St increasing danger at this junction when vehicles enter and arrive
Mon
Tues
Lorry unloading outside site (PB). Pedestrians required to walk between lorry and site entrance
Concrete lorry unloading outside site (PB). Pedestrians required to walk between lorry and Prince of Wales Road
Tue
Gate between park and turning area locked although it was early afternoon and the park was open. Notice at PoW junction end of New Dalby St saying “Pedestrians are not permitted to walk on Dalby Street”
Fri
Sat
Van parked in pedestrian area on 28th and 29th. This would not be possible if the bollards had been installed. Family walking along New Dalby St – no marshall to discourage them
Tue
Photos and clips taken at 12.36, 2.15 and 3.45pm , mainly showing crane un/loading over Prince of Wales Road.
Tue
2 clips one photo of crane with loads over PoW Rd 3.15pm
Thu
Photos and clips showing crane carrying loads over Prince of Wales Road at around 3.45pm. Also showing road 50% coned off with contractors staff operating stop/go boards
Fri
Stop/Go boards seen for the first time. No marshal on duty at the Prince of Wales junction (may have been assisting with the activity at the site entrance) so walked up New Dalby St and was confronted by angry marshal talking as if pedestrians are forbidden to use the road. Photo showing crane oversail of part of Prince of Wales Road highway (taken by a Councillor)
Thu
Fuel tanker waiting part way up New Dalby St. This demonstrates how narrow the road is. Not known if it had taken a wrong turning, was delivering to the building site or to the Sports Centre.
Fri
Scaffolding materials removed but area still cordoned off. (At weekend, it was observed that all barriers and tapes had been removed.
Thur
Scaffolding materials occupy area of Talacre park which is part of the Town Green which is protected by law so must not be used for this purpose.

Wed
Tue
Crane oversailing reported on both days with deliveries of concrete made facing along and at right angles to Prince of Wales Road
Mon
Photos and clips taken around 3pm of concrete container waiting over north side of Prince of Wales Road until loading space clear of delivery to shop. Then London Cement lorry drive onto part loading bay, part pavement and crane drops container and collects another one, oversailing Prince of Wales Road as photos and clips show. Cones now used to “protect” pedestrians when walking in road – looks unsafe but may be consistent with the scaffold license?
Fri
Skip seen (not caught on camera) dangling over Prince of Wales Road so crane is evidently still oversailing the road in spite of having no licence.
15.11.12
Thu
3.15pm. London Cement co seen to be loaded or unloaded by the crane. The lorry parked facing west.
Sun
Photos and clips show that no lights were on at least until 5 pm (when it was pitch dark) along the recently opened footpath (or the road). Also, only the marshal at the turning circle/blind corner seeme to be on duty. Photos also shows space in the disabled parking area not sufficient for three blue badged cars due to scaffolding on east side.
Sat
Car parked in Sports Centre forecourt illustrating how essential it is to have the bollards required round the turning circle promptly installed
Fri
Crane loading photos and clip midday
Thu
Crane unloading (SDH) in morning. 3.25pm, not working and site largely or completely closed (NJH)
7.11.12
Wed
Crane unloading witnessed but not filmed (PGC)
Tue
Footpath about to be open. Reported to be open later that day. Crane working but not actually videod unloading the contractor’s lorry shown
Mon
Situation at junction showing very narrow area for pedestrians. Also, the Sheldon lorry in the lay-by for many minutes, then moving to the position it has been using recently for unloading. The crane was waiting above but they decided not to use it and to unload using the lorries equipment, onto the pavement. Part of this was seen by a Camden officer who had been made aware that the scaffolding did not have a license. There is also a matter to be checked with regard to the overflying license for the crane.
Fri
Sat
Various photos and clips showing: (1) Situation at turning circle where cars get half way round then have to do 3 pt turns. Marshal stays on duty at blind corner. (2). Disabled parking area now covered in building materials. Work being carried out, including by McNicholas. (c) Situation at junction including involvement of vehicles from southern arches on PoW road.
Fri
Prince of Wales Road, showing crane delivering materials from site, over PoW Road onto vehicle parked part on road and part pavement
Wed
Crane loading from lorry parked part pavement, part PoW Road, pedestrians mainly walking between lorry and site entrance with crane swinging above them and PoW Road. Exit from New Dalby St shown as having no visibility to the right. Turning circle area open but occupied area not available for use and containing construction work.
Mon
Pedestrians walking in road protected by cones
Sun
Turning circle in use but cars parked on pavement as bollards not yet installed. Marshal on break so no one at north end. PoW road pavement outside site entrance reduced by about half in last two days
Thu
Fri
Turning circle shown as blocked on both days. Witnessed vehicle arriving just round the blind corner and having to do 7 point turn to turn round. Children eventually ran unescorted to the Sport Centre. (video didn’t properly record). No deliveries witnessed. The pavement area at the PoW road/site entrance junction now has cones on the road, seemingly permanently ie not set up, ad hoc, when a lorry arrives. The PoW road pavement is therefore permanently not fully available and pedestrians are forced into the road with only the protection of cones.
Fri
Cement lorry using entrance on northern arm of New Dalby St observed. This contravenes clause 27 of the Temporary Access Plan. After dark at 6.45pm, only three marshals on duty. One at PoW junction, one at blind corner and one between the main park entrance and the hut. The latter marshal was encouraging people to use the route which goes between the MUGA pitch and the building site. The disabled parking area still not open. The turning circle though not completed, is functioning. Ponding outside the site entrance causing pedestrians who want to avoid getting wet to walk round in the road (this was a complaint heard some weeks ago when there was a lot of rain). Noticed that there seems to be no lighting along New Dalby St.
Sat
12.45 Cement Lorry blocking half of PoW Road, taken by Cllr Matt Sanders
Fri
5.45 Videos only. Photos above
Fri
5.45 Photos only. Showing very dangerous situation at site entrance and junction of New Dalby St.
Wed
About 3.30pm. Children from Special Needs School using Sports Centre on weekdays again. Turning circle shown as still a construction site so vehicles can only drive to its east edge. Four construction vehicles in PoW Road observed. A very long one without any load west of the east bound bus stop, a long one waiting mainly in the lay by, partly on the pavement, a smaller vehicles also in the lay by and the constructors blue lorry on the pavement against the site entrance.
Sun
Pm. No work on the turning circle has been carried out on Sat or Sun – the photos show no change in the situation.
Clips show situation Sun pm when there was gridlock. A separate note points out that the situation would be far more dangerous if there were no marshal at the Prince of Wales Road junction
Sat
Video to demonstrate no marshals on Dalby St.
Fri 4.15pm
See my email to Sam Monck of 10.6.12
Sun pm

Tues
Same. No pix taken
Friday
Sat
Sun
Available to public as others but slightly sensitive wrt to criticism of poor marshals
Tues
Thur
Thames Water working on PoW causing NDS to be blocked though building site is open. Baby and toddler classes at Sports Centre cancelled until further notice due to same flooding as they had on Saturday
Fri
NDS closed. Turning area still small. Notice re cancelled sessions
Sat
NDS reopened. Clips of differing marshal positions but least at turning circle. A passenger at the turning circle told me he thought it was a safe area as only one car was allowed at a time. Another car then arrived.
24.6.12
Sun
One marshal at blind corner, one at PoW junction. Confirmed latter by watching for 15 minutes. Saw vehicles preparing to turn into NDS and changing minds when seeing the marshal. One clip taken of turning circle area where the space is still reduced and no marking out of disabled bays.
25.6.12
Mon
2 marshals at PoW. One around the Sports Centre but the area in front was not available to vehicles as Murphy were working on it in connection with the water issue that has been around for the last week. Spoke to Jonathan who is something like the senior marshals about the videoing that takes place and I explained that it was to do with safety and nothing personal about the individuals! Cars were able to reach just beyond the blind corner pedestrians able to walk through a protected area on the turning circle area.
Tues
Visited 12.45 found that Sports Centre was totally closed including the Green pitch, Treetops etc. White clad cricketers from a school are occupying the Muga pitch. Staff rushing around putting notices up. Pedestrian route had been closed a lot earlier with pedestrians directed to go through the park. Water everywhere. A bowser may arrive from Thames water as the Sports Centre building needs access to water inter alia, in case of fire. I spoke to one of the Thames Water staff who looked as it he was in some authority and he thought the reason for the flooding was due to the construction works having punctured the pipeline (presumably the piling machine). At 2.30 pm one of the marshals was understood to be on duty actually in the park. Staff at TCSC have to ring up all those who are due to come to classes etc. Jill Fraser reports to all councillors (following an email I sent out) that D Jenkins says all will be ok tomorrow.
Wed
Sports Centre open. Access from PoW Rd reopened. Two disabled bays marked but space in this area hasn’t changed. Pix taken of man standing in what should be the centre of the turning circle. It demonstrates the area occupied by the contractor that should have been part of the new access. Very little traffic up NDS.
Thurs
Brief visit and drove past twice. One marshal at turning circle struggling to make it safe when cars arrive and help them reverse in small space. Overhead machine over pedestrian path seen and pictured. 2 marshals on PoW. About 6 Tritech employees hanging around and lots of water on pavement.
Fri
No change in marshals or space outside building. Smallest size car observed needing to do 5 point turn even though there was no other car and a marshal was helping
Sat
Sun
Van parking in loading bay then turning. Open day at 158 PoW not happening. CLIP OF TYPICAL SITUATION AT PoW JUNCTION
2.7.12
Mon
No change. 2 marshals at PoW, 1 outside building covering blind corner and turning area. Turning area still truncated.
3.7.12
Tues
No change
Wed
Today was meant to be the first day when the pedestrians went through the park because it was the first day of the 60 days. Found at 16.00 and videod that there is in fact no change. Peds still going up footpath, 3 marshals in same place. Area outside building still only part of a turning circle. Also shown is no marshal on duty for all of the 1.34 mins the turning circle was videod. Also photo of side of site where there is no sign to tell pedestrians not to use road although that is such an obvious feature to have. I was told, though it is not verified, that there was a sign until the contractor asked for it to be taken down. Also shown (Mon 7.30pm) is the loading bay with a car that is often seen there for long periods. Understood to belong to someone in Costcutter. Conversation with marshal re their inability to stop stubborn people from disobeying them not uploaded
Fri, Sat, Sun
Sun
15.30. 4.25 min showing cars in turning area, then black cab unloading and reversing all the way to PoW Road where car was arriving as well as another car leaving from Sports Centre. Reversing into PoW road.
Mon
Wed
Turning area still reduced. Lorry in loading bay 3.5 mins. 3 Cat2 only
Wed
Turning area still reduced. Minibus parked in disabled bay
Fri
Long video for trimming. Only one marshal at PoW junction
Mon and Tues
Cranes arrived Tues. Walkway closed at PoW. Turning area occupied by contractor and hoarding becoming more permanent
4 “Open Days”
Open Days were advertised as being at 158 Prince of Wales Road on 30.6.12, 1,7 and 8.7.12.. These pix and video demonstrate that neither were they held on the 3 days covered, nor was there any sign to say they were cancelled.
Thur
About 2.30pm. Walked into site from PoW Road as no one on gate (man up a ladder said I shouldn’t have when I came back out. Prince’s Park name has been removed from the northern hoarding.
Fri
Videoed trucks arriving and leaving. A man with a clipboard was talking to the construction workers. When he left, he asked me if I was paid to take pictures. I introduced myself and asked him if he worked for Camden. He said he had done for 20 years and his name was George Kelly. I asked him what department he worked in and he told me quite rudely that it was none of my business
Thur
2 pix to show turning unchanged. Observed though not photo’d that there is now a sign at the junction saying pedestrians shouldn’t use Dalby St. PC informed me later that they were installing the barrier there
18.8.12
Sat
7.30pm Drove up New Dalby St. No marshals seen anywhere. Person walked along road. Confirmed that even without anyone in the disabled spaces, the only way of returning is by doing 3 point turn.
No pictures taken. Didn’t check if Sports Centre was open
20.8.12
Mon
PC told me he had witnessed the crane unloading a truck parked in the lay by over the pavement
Tues
I saw and pictured a Jewson lorry waiting for a long time in the lay-by then reversing onto the pavement sideways on to the site entrance. When they saw me videoing, they decided it should reverse in.
27.8.12
Mon (Bank holiday)
Walked through park at 7.45 pm. Park keeper locking up. Notice on shed said park closes 8 pm. No signs of marshals and Sports Centre assumed closed.
Tues
11.01 to 11.09 am saw and pictured very long vehicle part in loading bay. No signs of it moving. Smaller delivery lorry parked opposite probably delivering to Sports Centre or Cost Cutter (which is the sort of delivery the loading bay is meant to be for)
Sat, Sun
Cement lorry unloading causing pedestrians to have to use, albeit protected by plastic barrier, PoW Road. Vehicles having to manoeuvre accordingly. Conversations with locals etc establish firmly that crane has been unloading from lorries parked in lay-by, on pavement outside site entrance and on New Dalby Street. Definitely only two marshals on duty Sun pm.
Mon
Mostly PoW Road where lorry projects into the road and is unloaded. Pedestrians forced to wait and then walk in protected part of road or cross by bridge. See captions
