He came once to ask a car that had been for some time blocking the way into the disabled bays, to move and later just walked round the building. Astonishing scenes, inadequately evidenced by these 3 clips-
- The first visit ever made after 7pm on a weekday. At 7.30, there was chaos. The concierge/marshal who is on duty after 7pm and at weekends, welcomed me as someone whom he could demonstrate to a driver supported him. When I met the marshal (Chris) before he had objected to my filming but this time saw it as supporting what he was doing and the (hopeless..) situation he was in.
- The 3 clips here suffer from being made in the dark, with a new tablet and rather rushed. In the short few minutes I was there:
- There was chaos with cars arriving and having to park and drive in ways and places not safe or intended.
- Chris persistently told me, sometimes on camera, that it was not his fault, there was nothing he could do about it. He blamed "the Council" because a session had ended later than expected. I told him (what I believed) that there was nothing more he could do.
- Chris welcomed me by saying that he had seen that I was in the area (actually I had only been there for 5 minutes before seeing him) but the significance to me was that someone tasked with the job of marshalling, is more likely to be conscientious if aware that they are being watched.
- Someone said he had to pick up his child, parked where he was forced to stop, on or next to the turning circle and when challenged by the marshal, invited him to call the police. A catch 22 situation as the marshals job is to move people on, the parents job is to comply with elementary responsibility including the obligation under the Children's Act (?) to ensure a minor is escorted in and out between authorised adults.
- Someone objected to me filming as there were children around. I offered to talk to him and explain the reason (which usually causes the person to switch to being supportive) but the situation was too chaotic for any such possibility

Cycled up NDS behind the concierge who presumably was doing his hourly round. There was a pick up truck in the loading bay, seemingly for the long term, two cars probably with blue badges in the disabled bay and 3 or 4 cars delivering or collecting. These 3 clips, taken without any gap, illustrate the situation when there is no marshal - the one I saw immediately walked back so was only seen for a couple of minutes. There was a discussion (not filmed) with a father who dropped off his child and remained in his car. In reply to a question about the need to deliver minors to the responsible adult in the Sports Centre, he said that all that he and others in a similar position were able to do what he observe that they went through the door safely - the waiting time allowed was not, he found, sufficient for him to take the child in to the gym.

Met the concierge in the walkway and I commented that I had seen the dilapidated push chair apparently abandoned before in the same place Photo2. She said that it belongs to a lady who drinks and is often under the bridge. The concierge said that she includes this in her reports. I told her about this website and its purpose and she clearly doesn't mind being effectively monitored and she again said that she had been telling her company that there was a need for a second marshal at the busy times

I drove round to test out situation at that time of night. There were cars and a van coming and going but not enough to create the near gridlock seen sometimes. No sign of a marshal. A car that looked to belong to someone I know is aware that the marshals can't enforce was parked in the area between the TC and park gate ie in pedestrian territory. The anomoly of a red light outside the basement car park instructing a driver to stop, seemingly forever, is more pronounced in the dusk or dark. Turning out of NDS into PoW road seemed extremely dangerous for several reasons.

A very disabled person emerged from the latter and limped towards the Sports Centre and went with his partner and child to the playground indicating that it is not only the Sports Centre that attracts drivers to wait but also the park playground. Cars using and stopped around the turning circle. The disabled person referred to above actually waited for some time before crossing the zebra obviously expecting the car parked next to it to move.
I cycled up the road and noted that the light at the basement car park entrance was still red. Also, I realised that thet marking in the road tells drivers to stop when the light is red. Several pedestrians choosing to use the road. See photo

A concierge in a black suite and no hi vis jacket turned out to around but mainly ineffective as can be seen. I wasn't aware while filming that he was marshalling. [As this marshal was seen on at least one occasion not to be wearing a hi vis jacket, I asked the concierge who always wheres one when marshalling and she said that such jackets were available in the concierge's office in all sizes. On arrival at TC, there was the concierge/marshal. She went away after a bit an wasn't seen again in the 20 minutes observed and filmed. However she aims to patrol every 10 minutes (assuming no duties in the concierge office) and she has always seemed very conscientious.

The concierge came up from her office by the Prince of Wales Road bridge and became a marshal, She said that Camden, the Sports Centre and the flats were “in partnership”. She couldn’t prevent people parking in the disabled spaces but someone from Camden comes round on a motor bike twice a week and tickets. 25 of the private flats are occupied. Medical Centre expected to move in in 3 weeks.
During this time, no one was in the Concierge’s office at the Prince of Wales Road junction, and no marshal there. In the short time at the junction, I saw one car speed along the road from the junction

Note of situation at Dalby St about 5pm on 5.9.14
Part of the conversation is recorded on clips which will be linked to the Talacrelogs site. As we failed to capture all of it, this note attempts to cover some relevant points.
At around 5pm (Fri 5.9.14) I checked on the situation around the Sports Centre where there should be a marshal on duty. When I arrived, the concierge was there but she went away. I walked along the pedestrian footpath to PoW Road and noticed that there was someone there who, although for most of the time was in the concierge’s office overlooking the PoW road/Dalby St junction, seemed to be observing it (he may also have been conscious of my presence).
As the possibility of there being a marshal at both ends of the vehicular access route to the Sports Centre was so unexpected given the recent absence of any marshals, Peter was contacted and came down to witness what follows.
A car drove into one of the spaces in the disabled bay. Its driver was approached by the concierge and told he couldn’t stop there. He then moved to the loading bay and the concierge told him he couldn’t park there and so he moved to the turning circle. He politely, then came up to me and asked why I was filming his car. He was joined by the concierge lady (who later gave her name as Virginia, working for The Security Group - TSG). He said that he had been told by the marshal that he was being filmed and hence he couldn’t wait in the loading bay. He went away and then there was a long conversation between Virginia, Peter and me, only part of which was recorded (due to incompetence – Virginia was aware and made no objection to being recorded).
This is some of what we learnt:
1. There was to be a 2nd person marshalling (the first being the concierge who is meant to be in the office but who has been claimed to be the equivalent). There had been a meeting that day to decide it and the 2nd person would come on duty later in view of it being a busy time at the Sports Centre.
2. Virginia was very aware of some of her responsibilities including safety and disabled parking. She found it impossible to fulfil them as
- if someone refused (as many did) to obey her, she was powerless. She saw the turning circle which children run into from all sides, as a safety hazard which she can do little about (presumably, unless she is actually on the spot. She observed that things would get more dangerous as it gets darker)
- she is on duty at the concierge office which is diametrically opposite the turning circle. She can’t be in two places at once. She comes down the road when CCTV on her desk, indicates a need..
3. She had been told to allow Sheldon and its subcontractor, Gasdec, to park in the disabled bays (the actual chain of command on her instructions and, presumably, terms of reference were not clear, or important)

I visited the area in a medium sized saloon car. What I experienced was not exceptional but worth describing.
1. Driving up from the PoW junction, the light at the basement car park was red. That has often been the situation though recently it has been green. I know from a discussion with the concierge that at least when it shows red as drivers wonder if they should be stopping.
2. Next to be seen was a large van and car in the loading bay with the car intruding into the turning circle.
3. A large and small van was in the Disabled Bay. One which had its hazard lights on drove away quite fast, going round the turning circle the wrong way while I was having to do a 2 point turn to avoid the car in the loading bay.
4. On returning to the PoW junction, the sign pointing to the cycle shop which obstructs the view to the left is still there. I would have preferred to turn right into PoW Road but as sometimes in the past, it has seemed too hazardous. Turning left, I found a westbound bus, although a single decker, driving partly over the centre line so I had to stop unexpected ly during the turn.
5. There was no sign of any marshal or concierge throughout.
