Further information
1. Some of the above Councillors may not have been responsible, for example, some may have voted against the proposal put in front of them. #5 and #6 were unanimous, except for relatively minor amendments in #5. Links etc to each meeting can be found here. Or https://sites.google.com/site/talacrefacts3/council-meetings
A scrutiny of the minutes shows:
#1. Executive Committee 14.1.04. Sale of Land during Labour Regime
Roy Shaw (Lab), a Councillor for Haverstock Ward commented adversely about the encroachment on public space and the effect on the Sports Centre. Also parking and employment
Deidre Krymer (Lab), a Councillor for Kentish Town Ward broadly agreed with Roy Shaw
Cllr Jill Fraser (LD), a Councillor for Haverstock Ward said “Comments noted, but I hope that my full support has been noted”
#2. Executive Committee 7.4.04. Sale of Land during Labour Regime
Roy Shaw (Lab) commented that it was now clear that the access depended upon Wilkin St Mews becoming public which would have serious implications. He said he had been told that that would be addressed at the Planning stage
#3. Development Control 10.9.04 Planning permission for one way scheme during Labour Regime
Roy Shaw (Lab) made a Deputation and submitted a written submission Appendix SS
(There was also a written submission objecting to the proposal from Paul Watson of Philips Planning Services) App D
(The report stated that the number of letters sent to Adjoining Occupiers was 169. There were 23 replies, none in support and 22 objecting)
#4. Development Control 15.12.05. Planning permission for current scheme subject to access arrangements during Labour Regime
No Deputations or written submissions from Councillors
(The report stated that the number of letters sent to Adjoining Occupiers was 21. There were 12 replies, none in support and 12 objecting)
#5. Executive (Environment) Sub Group meeting 20.3.07. To approve access arrangements and stopping up of Dalby St. Libdem/con regime with Con holding the Environment portfolio.
No local Councillors made any representation or comment or were are at this meeting. There were deputations from Luke Akehurst of Weber Shandwick, the PR company working for the developer speaking for the access plans. Mr Akehurst was agent for Frank Dobson MP in 1997 and is a Hackney Councillor.
#6. Executive (Environment) Sub Group meeting 19.6.08. Decision to send the application to stop up Dalby St back to the Mayor of London for approval
This meeting had been postponed due to a housing officer agreeing that it was wrong that affordable flats should contribute to marshalling etc costs. At the postponed meeting a letter was tabled that said the affordable flats would not, after all, contribute to the cost of marshals.
Many representations were requested by objectors of whom six local residents (on behalf of more who wished to speak) spoke. Cllr Matt Sanders, Haverstock spoke on behalf of local Councillors (against the proposal) as did Penny Abraham (Lab) and Rebecca Hossack (Con). Written submissions against the proposal were made by Cllr Jill Fraser (LD) of Haverstock Ward and Frank Dobson MP (Lab). Delegations supporting the proposal were from Peter Canapero of Savill, Bird + Axon, Assaf Laznik of Cornwall Overseas Developments (Ltd) and Christopher Shaw of Shaw Corporation.
2. Those attending the #2 above ie the 2nd DC meeting were given a planning officers report which was inaccurate in that it said in part that the access route was as previously agreed had not changed. However, Councillors could have spotted the ambiguity and asked a question. More information on that can be supplied.
3. Penny Abraham (Lab) was the only Councillor to attend the Public Inquiry in January 2008. She spoke against the scheme
4. Of the Haverstock Councillors, Roy Shaw was outraged about the scheme from its start and campaigned hard against it until he became ill. Then, for a long period, Haverstock only had two working Councillors as the decision on this resignation (which was entirely that of the ruling Labour group) was delayed and thus the by election,
5. #5, the 1st ESG meeting was flawed. The reports were not on the internet as they were too big. It was discovered a year later and confirmed in writing by Council Officers that 4 pages had never been printed. Neither Councillors nor Officers had noticed. Since the agenda issue was to approve in principle the access arrangements and the pages were in the Service and Management Plan, it was a serious flaw.
