A Public Enquiry was required by the Mayor of London into the "Stopping up" of Dalby Street and held in January 2008. Usually the Mayor would waive his right to require one but this was a rare exception and due to the questioning of the desirability of drastically changing the access to the Talacre Sports Centre.

Document AP19. AP stands for Applicant. Camden and the Developer (Cornwall Overseas Developments Ltd) were agreed between each other and accepted by the Inspector as being "Joint Proponents". Frequent references are made to this document which was presented to the four day public inquiry on its last morning. it was presented by the QC for the developer and used as evidence by the QC for Camden. The entire document is attached. One of the schedules includes service charges and sales values of flats which we frequently quote. Anyone reading this document, especially the letter from Paramount Estates will see why Camden did not wish to see itself as endorsing it although as can be seen from the Inspector's report, he regarded it as having Camden's endorsement.

Being "The Proof of Evidence" provided by Savell, Bird & Axon, the developer's transport consultant includes the only statistics for users of the Sports Centre and its arrivals and departures using Dalby Street. They were compiled in November 2006. Amongst other results, it showed that between 3.30 and 4.30pm there were over 60 vehicles delivering and collecting from the Sports Centre.

 AP20 and AP21 being the closing submissions of the Leading Counsel who represented Camden and the Developer. The longhand insertions shown were ones made by the respective QCs. As she was leaving, the QC for the Developer handed the Inspector a memory stick of her evidence so her version may have been corrected.
