23. To agree acquisitions of property (both freeholds, and leaseholds at a premium) or to determine whether to declare a property surplus to requirements and to be disposed of at open market value, where, in both cases either:
a) the property is valued at £2.5m and above or
b) where there are politically sensitive, controversial or cross-cutting implications whatever the value, in consultation with ward councillors: or
c) where the property is valued at under £2.5M and there has been an objection from the Executive Member for Resources or ward councillors"

Report following consultation on making Talacre a Town Green
Talacre Gardens, or Park became the first "Town Green" in London under recent legislation. This was a direct result of the anger of local people due to the Dalby St development and the fear that the park which had no legal standing as such, would be at risk. The request was opposed by officers in the Council as they were reluctant to see their powers reduced. They felt obliged however to appoint a specialist charity to carry out a consultation including local discussion groups. The report of the charity, OPM is linked here and accurately describes the exceptional degree of local hostility to the development, as is the report to the Executive linked here, As a result, the Cabinet (then known as Executive) of the Council voted 6 to 4 to cause the park to become a Town Green. That was the only occasion in which the then LibDem/Conservative coalition found themselves on opposing sides during its period in office between 2006 and 2010.
