SOMALIA AMATEUR RADIO LICENSING AUTHORITIES FROM 1993 to 2009.

On the 29 March 1993, amateur radio call sign 6O0A was issued to Sam Voron in the name of the Relief and Rehabilitation Commissioner, Bosaso, North East Somalia.

This was the time of the civil war when the national government had collapsed and Sam Voron under authority given to him on the 24 March 1993 by Relief and rehabilitation Commissioner Ambassador Abdullahi F. Holif in Bosaso, North East Somalia started training, examining and issuing call signs to those successfully completing the amateur radio license qualifying course.

All call signs allocated and authorities given to Sam Voron in 1993 were recognised on the 21 July 2003 by the Puntland Governments Ministry of Information, Telecommunications and Culture which now administers North East Somalia, the area formally under the authority of the Relief and Rehabilitation Commissioner.

The authority in Kismayo, South Somalia on the 20 Oct. 2003 accepted the same licensing system.

On the 1st September 2004, Sam Voron VK2BVS, 6O0A, 6O1A under the agreements made with the administrations passed his authority to the national Somali Amateur radio organization that was formed by the amateur radio operators of Somalia and known as SARFEN- Somalia Amateur Radio Friendship and Emergency Network.

I Sam Voron am pleased to advise that in line with agreements with the Puntland and Jubba authorities I have transferred my powers to the national Somalia amateur radio organisation as of the 1st September 2004.

SARFEN represents all Amateur Radio operators in Somalia.

It is a non-political organisation dedicated to upholding the HAM RADIO (Helping All Mankind and womankind) principles that I introduced in the first Amateur Radio License Qualifying course in Galkayo in 1993.

Since that time the Puntland and Jubba authorities have authorised my powers to-

1. Conduct Somalia Unrestricted Amateur Radio training, examinations and to issue amateur radio licenses free of charge to successful students and

2. To issue Somalia Visitor Unrestricted Amateur Radio licenses to visitors holding any class of amateur radio license.

3. Sam Voron may transfer all these powers to a National Somali Amateur Radio Society as soon as such is formed and ready to undertake these functions.

Since its formation on the 1st September 2004 SARFEN has been carrying out the above powers under your authorities and will also present its self to the new national Government and communications ministry whenever it is formed to offer to continue to provide this service to the nation.

When you establish an E-mail address please advise SARFEN so they can E-mail to you details of the persons to whom Somalia amateur radio licenses and call signs are issued.

Within 48 hours of issue they will send you details in Somali and English of licenses issued free on your behalf that include:

1. Somalia Call sign issued.

2. Name of license holder.

3. Foreign visitor amateur radio call sign (if any) or Somalia examination time, date, location, and examiner name/s or Somalia certificate number of a successful completion of the Somalia Amateur Radio license qualifying course.

4. Address.

5. Telephone- home, work and mobile.

6. E-mail.

7. Internet website (if any).

8. Profession, place of work or study.

These details will be placed within 48 hours of their issue on a public Internet website that lists all Somalia licensed amateur radio operators such as: https://sites.google.com/site/somaliahamradio

SOMALIA AMATEUR RADIO FRIENDSHIP AND EMERGENCY NETWORK SARFEN: 2004 to 2009.

THE AMATEUR RADIO LICENSE IS A NATIONAL AND INTERNATIONAL QUALIFICATION.

The Amateur radio license is an International qualification that shows you have the knowledge required by the United Nations International Telecommunications Union (ITU) to operate an Amateur Radio Station.

The license is issued to any person who successfully completes the amateur radio course in:

1. Radio regulations and

2. Electricity, electronics and radio communications theory.

The Somalia Amateur Radio Friendship and Emergency Network SARFEN is authorised by the Somalia radio license authority to issue licenses and call signs free of charge and for life to anyone who:

1. Successfully completes the Somalia Amateur Radio License Qualifying course and

2. To visiting foreign radio amateurs who hold any class of amateur radio license.
