Question on the Daughter project house
This has been a hot topic recently and will be handled by a seperate posting on this website.
Several questions on whether the pumps are working, including why the red lights on top of the pump controls have been flashing and why teal trail had been flooding.
The pumps do seem to be working. Since they were replaced in the spring, some fine tuning was done and they now seem to be "working as designed". This does not mean that it will prevent 100% of all flooding and it does not mean the ponds will never have water in them. But they should stay dry the majority of the time and during heavy rains, they should empty in a reasonable amount of time without the need for auxillary pumps.
The flooding on Teal Trail appears to be unrelated to the retention ponds and pumps. Flooding in the streets is the City's responsibility. We have been in contact with the city about the flooding.
The red light on the tops of the control panels for the pumps turn on when the pumps have been running straight for an extended period of time. During a heavy rain this can be expected.
Questions on dues payment/enforcement and what is being done to make sure everyone pays.
There are a number of things the HOA is doing and can do to ensure everyone pays their fair share.
If the dues are not paid on time, a $10 late fee is added and a second invoice is sent
If the dues continue to not be paid, they are turned over for collection
If the dues continue to not be paid, they will either be taken to small claims court for collection or a lien will be placed on the property.
Save money, limit mailings and use email as much as possible.
We leverage email and the website as much as possible to save money. We have email addresses for 75% of the homes in the neighborhood.
Would like to see an Itemized breakdown of costs
Details of costs can be found on the webiste under the "financials" page. But this is a good suggestion... we will include something in the next newsletter to make it eaiser to understand where the dues go.
Would like to see more meetings
Currently we have an annual meeting in April, and then a meeting anytime one is determined to be needed. We will look into changing this to a semi-annual or quarterly meeting. Though there is a bit of time and cost involved in planning, preparing, and advertising meetings and attendance has been sparce.
Would like to have pond maintenance turned over to city
We would too! But it's not going to happen any time soon. When the subdivision was first approved, part of the deal was that the homeowners would be responsible for the retention ponds. The city's stance can be found in the letter 2009_02_26_City_of_BG_Letter.pdf

Costs should be kept to a minimum
We pay the dues too and understand the importance of keeping costs to a minimum. Considering the state we were in when Dold went bankrupt, we feel we have have done a good job with the finances.
Unsure of benefits to merging
As are we. This was more of a "feeler" question to see if there was any sort of overwhelming desire to explore (or avoid) this. No action will be taken on this front for the foreseeable future.
main goals of HOA should be ponds
This is true.

Seems there are enough playgrounds in BG and within walking distance
There is a playset at the BG Covenant church. The next closest is City Park. But point taken.
Concerns over costs, liability, and non-residents using it
This is certainly the biggest issue and biggest reason not to do it. Because of these concerns, a park would be a long term goal (5+ years out) from where we are now if it's done at all.

This point of view is understood, in the last 10+ years the restrictions haven't been enforced or very well publicised.

This point of view is also understood. The deed restrictions were here before anyone bought their house or moved in. Not knowing or understanding the deed restrictions does not invalidate them.
Few comments on avoiding duplication of what the city of bowling green already limits
There are a few places where there is some overlap. For instance, the city does require permits for various types of pools, fences, additions, etc. They don't "prohibit" homeowners from adding these types of things, but there is an approval process.
Several questions wondering why we are even brining this up.
If nothing else, we need to remove the "unknown" and abiguity of the deed restrictions. We are not making these restrictions up and we are not going out of our way to come up with rules and regulations on what people can do with their property. Instead we are trying to bring clarity to rules and regulations that already exist.
Any other items you think the association should address?

Several of these items already have city regulations that would apply. For the other items, we are limited by what the deed restrictions state. In order to add new restrictions, a 2/3 approval vote of the homeowners would be needed which would be very difficult to accomplish.
