This tutorial was made on May 6, 2014, with an earlier PSP version.  I have used PSPX5 to make my translation;
you can follow this tutorial with any other versions of PSP, but the result might be slightly different.

  Decompress the Materials file, open the image files, duplicate them and close the originals.

Always work on the duplicate image files.  

Save presets, masks, selections etc in their respective PSP folder on your computer.

Save often your work to prevent loss of time and energy.

File - New and create a new transparent image of 850 x 700 px
Flood fill with color 1 #c6cb95

Layers - New raster layer

Flood fill with color 2 #3d3f27

Layers - New Mask Layer - From image and load

the mask 'sg_blocky.png' furnished in the Materials

Check Source Luminance and Invert

Layers - Merge - Merge group

Effects - User Defined Filters - Emboss 3

Layers - Duplicate

Image - Image Mirror

Repeat the User defined emboss 3 effect

Blend mode at Lighten and Opacity at 63%

Layers - Merge - Merge all (flatten)

Layers - New raster layer

Flood fill with color 3 #b03724

Selections - Select all - Modify - Contract of 30

Selections - Invert

Delete

Selections - Invert

Selections - Modify - Contract of 30 - Delete

Selections - Select all - Float

Effects - Plugins - Graphic Plus - Cross Shadows at default settings 

Effects - Texture effects - Mosaic.. Glass with these settings

Effects - 3D effects - Drop Shadow of 4/4/50/8 color black 

 then repeat the Drop Shadow effect with its negatives -4/-4/50/8

Highlight your bottom layer
With your Magic wand, select the outside border of the image

Effects - Plugins - Alien Skin Xenofex 2 - Puzzle with these settings 

Effects - Distortion effects - Curlicues with Symmetric and Clockwise checked 

Effects - Edge effects - Enhance

Selections - Select None

Highlight the top layer

With your Magic wand, select the inside of the image

Effects - Artistic effects - Balls and Bubbles

and in the Shape options, select 

in the Surface options, select color #7e2419 and these settings

and in the Illumination options, select

 then OK

(the Maps options don't apply)

With your selection still in effect - Layers - New raster layer

Selections - Load/Save the selection from the disk 'féerie'S VSP9'

(which should be in your PSP Selections folder)

Flood fill twice with color 3 #b03724

Effects - Plugins - Graphic Plus - Cross Shadows with the same settings as before

Select - Select none

Effects - 3D effects - Drop Shadows with the same settings as before

Copy/Paste the fairy tube

Effects - Image effects - Offset at 185/-10

Effects - 3D effects - Drop Shadow

Copy/Paste the text image

Effects - Image effect - Offset

Copy/Paste the corner tube and place it on the top left

Sign your image, save it as a jpg or as an optimized jpeg with File - Export
