Program encompasses activities, training, camping, and advancement; each contributes to a quality Scouting experience. Activities, specifically, are important because they make Scouting fun and exciting.
I believe program activities should be predominantly run by volunteers, with support from professional and support staff. Volunteers are usually more passionate about the fun aspects of scouting. We should keep looking for new ideas and be open to trying new activities, as long as there are volunteers and staff willing to run with them.
Well-trained leaders and youth are more engaged, more enthusiastic, and more effective. In the Black Hills Area Council, we brought back Wood Badge training after approximately a decade without a local course. I've seen a revitalization of those who participated in the course, which will hopefully pay dividends for years to come. I also believe that when there is a National curriculum for training, it should be followed.
Youth and parents today are looking for a great camp experience, and are willing to travel to get it (ask me how I know). A successful summer camp program will have the following key components: unique experiences, good food, and quality customer service delivered by fun, enthusiastic staff.
