The rally for mandatory drug testing at "Roosevelt High School" takes place outside the NW entrance of Kitsilano Secondary School at 2550 West 10th Avenue.

Thanks to this very shot in this episode, I was able to finally track down the location of the exterior shots of The Chapel used throughout the show. It is located in a back alley behind the Dominion Building, near the corner of West Cordova Street & Cambie Street.
