Birthsigns are now fixed like in AZtweaks, and available from the game start via a power given to your character. However, you can very rarely find a “Potion of Unclear Destiny” (usually at the end of guild questlines) which removes your current standing stone, allowing you to choose a new stone manually from the game world.
Increases magicka regeneration by 70%, reduces the cost of all spells by 50%, and makes them 25% weaker and shorter.

The only way to restore magicka is through sleeping to receive Well Rested buff, or better - through Transmute Blood and Altmer channeling, which still work at 1/5 efficiency.

Improves sneaking by 15%, reduces movement noise by 50%, and grants the ability to go invisible at will at the cost of stamina drain - this causes NPCs in combat to often lose track of you, giving you a chance to recover or escape.
Increases stamina by 60 and movement speed by 10%.
Increases one-handed and marksmanship expertise by 10, lockpicking skill and expertise by 20 and pickpocket skill by 25, improves sneaking by 10%, and grants moderate protection from fall damage.
Increases lockpicking skill by 40, lockpicking expertise by 25, armor rating by 150 and carrying capacity by 30 and, while walking or standing still, reduces physical damage taken by 25%.
Increases health by 40, the damage dealt with all weapons by 10%, and all weapons expertise by 20.
