This workshop brought together diverse stakeholders, including people with lived experience of digital exclusion, organisations supporting disadvantaged communities, digital inclusion specialists, third sector organisations, public services, and researchers to co-create practical solutions to bridge the digital divide.
Together, we aim to translate collective research findings into sustainable, practical solutions that health and social care organisations can implement to better serve marginalised populations. This workshop forms the foundation of a Digital Inclusion and Health Community of Practice that will support ongoing impact in this area.
We co-created a Theory of Change to articulate what impact we expect to achieve with our research with stakeholders, and how we can measure this impact. Theory of Change is theory-based, participatory approach to project evaluation developed by the Aspen Institute (Connell & Kubisch 1998). It is designed to create a link between funding and outcomes for stakeholders. It is a framework that can be applied across multiple projects, capturing the views of multiple stakeholders to standardise evaluation practice and identify and share good practice.

The report from the event summarises insights from our digital inclusion workshop of June 2025, outlining collaborative discussions and the path ahead for addressing digital exclusion in our communities. The aim of the event was multiple:
1) to build collaboration with external partners;
2) develop a digital inclusion & health Community of Practice;
3) setting actions and priorities; and
4) help us evaluate the impact of our research.
