● 空港バス／Airport Bus Services

＊立教大学国際交流寮（RUID朝霞台、RUID志木、RIR椎名町、立教グローバルハウス、コンフォルト池袋、DKハウス練馬のいずれか）に入寮する予定の人は、空港からはリムジンバスを利用して池袋駅／ホテルメトロポリタンまで来ることをお勧めします。

各空港から寮まではご自分で行っていただきます（コンフォルト池袋を除く）。空港への出迎えサービスはありませんのでご注意ください。

＊If you will stay at one of the Rikkyo University International Dormitories, we strongly recommend you to take the airport bus from Narita International Airport or Haneda International Airport to Ikebukuro / Hotel Metropolitan. Please note that we do not have a service to pick you up at the airport upon your arrival. You need to go to the dorm by yourself（except Comfort Ikebukuro）.

●手荷物宅配／Baggage Delivery

宅配カウンターは各空港の到着ロビーにあり、空港から自分の宿舎に送ることができます。スーツケース１個あたり約2,000円（関東地区）ですが、料金は荷物の大きさ、重量、送り先によって異なります。詳細は、以下WEBページをご参照ください。

 Baggage-Delivery Services are offered at both airports and you can have your baggage delivered from the airport to your lodging. The delivery charge is about 2,000 yen per suitcase (within the Kanto area). Charges may vary depending on size, weight, and address to be delivered.

●外貨両替／Foreign Currency Exchange

到着時に空港で行うのが便利です。空港以外では、銀行や外貨両替所で両替することができます。銀行の窓口の営業時間は、平日の午前9時から午後3時です。銀行の支店によって取り扱いのある外貨が異なりますので注意してください。

※来日後1ヶ月間に必要な生活費として、現金で、12万円程度を持参することをお勧めします。後述の「日本での生活費」も参照してください。

We strongly recommend you to have your currency exchanged to Japanese yen when you arrive at Narita /Haneda Airport. Banks and currency exchange shops also offer currency exchange service. The business hours of banks are usually 9:00 ~ 15:00 on weekdays. Please keep in mind that types of foreign currencies which can be exchanged may differ at different branches of a bank.

* You are advised to bring about 120,000 yen to cover the living expense of one month after your arrival in Japan. Please refer to “Living Expenses in Japan” listed below.

外国人留学生が通常日本国内で銀行口座を開設するには、来日後6カ月を経過しなければ、個人での開設はできません。ただし、ゆうちょ銀行では、来日後、６カ月を経過せずに銀行口座を開設することができます。ゆうちょ銀行のATMは、海外の金融機関が発行したクレジットカード又はキャッシュカードで現金を引き出すことができ、また、ゆうちょ銀行で開設した口座から公共料金の自動引落しができます。立教大学池袋キャンパスのすぐ隣りに郵便局があり、窓口の営業時間は月曜日から金曜日の午前9時から午後4時です。海外からの送金を受け取ることもできますが、入金に１カ月以上時間がかかる場合があります。生活費を自国から送金することを考えている場合は、Western Unionなどの国際送金サービスも検討すると安心して日本での生活を送れるでしょう。

その他の日本の銀行の窓口営業時間は月曜日から金曜日の午前9時から午後3時です。銀行ATMは利用する時間帯によって時間外手数料をとられる場合があります。

空港内に設置されているATM、郵便局の外国クレジットカード対応ATMでは、外国のクレジットカードや銀行のデビッドカードでも現金（日本円）を引き出すことができます。

In Japan, foreign visitors cannot open a bank account on their own until 6 months after their arrival.  However, you can open a bank account at Japan Post Bank (Yucho Ginko) without waiting for 6 months.

There are Post Bank ATMs at the post offices and you can withdraw money with your credit card or cash card issued by overseas banks. You can also arrange your utility fees automatically deducted from your Japan Post Bank account and receive remittances from overseas. There is a post office right at the corner of Rikkyo University Ikebukuro campus. It’s open from Monday to Friday 9:00 ~ 16:00.

You can also receive remittances from overseas, but it may actually take more than a month to receive the money. If you are planning to have your allowance regularly transferred from home, you should also consider Western Union or other international money transfer service options.

Japanese banks other than Japan Post Bank are usually open from Monday to Friday 9:00 ~ 15:00. Depending on the time of the day, you may have to pay the additional fee when you use ATMs.

You can withdraw money with your credit card or debit card brought from your country at the ATMs at the airport or some ATMs in the post office.

●日本での生活費／Living Expenses in Japan

東京での1ヶ月の平均生活費は約12万円（家賃、食費、その他）です。来日当初は生活準備などのために、多くの費用がかかる場合があります。

日本での生活費を本国から受け取る方法は以下のとおりです。参考にしてください。

１）外貨の持ち込み

　日本での滞在期間に必要な外貨を持参し、日本国内で円に両替する方法です。ただし国によって持ち込める外貨の上限が異なるので注意してください。

また現金での持参は危険が伴いますので、海外でも引き出せるクレジットカードなどを持参することをお勧めします。

　２）海外のキャッシュカードからの引出し（ゆうちょATM）

　ゆうちょATMでは、裏面に下記のマークのある海外のクレジットカードまたは銀呼応キャッシュカードで、円を引き出すことができます。引き出す際には手数料がかかり、一日に引き出せる金額には上限があります。

＊日本での滞在期間が半年以下の場合は、この方法が便利です。

The estimate monthly living expense in Tokyo is about 120,000 yen (including room and board). When you start a new life in Japan, it may cost you more than expected, especially during the first month. Please refer to the instructions regarding how to receive money from your country as below:

1) Bring Foreign Currency from Your Country

You need to keep in mind that the maximum amount of money you can bring to Japan differs depending on your nationality. For your security, we highly recommend you to bring a credit card which can be used overseas. Foreign currency can be exchanged at Japanese banks and foreign currency exchange shops.

2) Withdrawal by Overseas Credit Card and Debit Card (t Japan Post Bank ATMs)

　Overseas credit cards and debit cards with the following brand marks can be used to withdraw money in yen at the Japan Post Bank ATMs. There will be a handling charge and a limit on the amount of money you can withdraw per day.

＊This is useful for those who stay for only six months or less in Japan.

From Monday, July 9, 2012, a new residency management system started and there are changes of procedure after you arrive in Japan.  Please read the following explanation.  Additionally, please also visit the website of Immigration Bureau of Japan.

● 出入国港で／At Ports of entry/departure

成田空港、羽田空港、中部国際空港、関西空港、新千歳空港、広島空港及び福岡空港においては、旅券に上陸許可の証印をするとともに、上陸許可によって、中長期在留者になった人には在留カードを交付します。その他の出入国港においては、旅券に上陸許可の認印をし、その近くに、｢在留カード後日交付　日本国入国審査官｣と記載します。この場合には、中長期在留者の人が市区町村の窓口に住居地の届出をした後に、在留カードが交付されることとなります（原則として、地方入国管理官署から当該住居地に郵送されます）。

At Narita, Haneda, Chubu, Kansai, New Chitose, Hiroshima and Fukuoka airports, besides having a seal of landing verification stamped on your passports, mid- to long-term residents will be issued a resident card. 

At other ports of entry/departure, a seal of landing verification will be stamped on the passport and near the stamp, it is indicated as “在留カード後日交付　日本国入国審査官(A resident card will be issued later)” .  In this case, a resident card will be issued after you follow the residency procedure at the closest city/ward office. (Basically, a resident card will be mailed by the Regional Immigration Office to the reported place of residence.)

● 市区町村で／ At the closest city/ward office

出入国港において在留カードが交付された人（旅券に「在留カードを後日交付する」旨の記載がなされた人を含みます。その場合は当該旅券を持参の上、手続きをしてください。）は、住居地を定めてから14日以内に在留カードを持参の上、住居のある市または区役所でその住居地を届け出てください。

市または区役所での手続きの際に、基礎情報（氏名、生年月日、性別、住所）に加えて、国籍、在留資格、在留期間、在留カード番号、在留期間満了日が記載された住民票（または住民票記載事項証明書）を取得し、国際センターに提出してください。

＊立教大学国際交流寮（RUID/RIR）・立教グローバルハウス、コンフォルト池袋、DKハウス練馬に入居する場合、指定された日にボランティア学生が市または区役所に同行し、届け出のサポートを行う予定です。

＊自分で宿舎を手配する場合

各自で上記の手続きを済ませ、初日オリエンテーションで提出してください。

Those who have received a resident card at the port of entry/departure (this includes those in possession of passport stating “A resident card will be issued later.”  In such a case, please be sure to bring your passport to your city/ward office and follow the necessary procedure.) are asked to visit the city/ward office where they live with their resident card, and notify the Ministry of Justice where they live within 14 days of finding a place to settle down. 

Apply for 1 original “Certificate of Residence” which include the information such as name, date of birth, sex, address, nationality, residence status, length of residence status, ID number of resident card, and expiration date of residence status then submit it to International Office.

*If you move-in to Rikkyo University International Dormitory (RUID/RIR) / Rikkyo Global House, Comfort Ikebukuro, DK House Nerima,  Residents Volunteer students will help you with this application.

*Those who arrange accommodation on their own

You must complete the above procedure at the nearest city/ward office and submit the necessary documents at the orientation.

●　国民健康保険（必須）／National Health Insurance Program (required)

３ヶ月を超えて日本に滞在する外国人留学生は、国民健康保険への加入が義務付けられています。住居のある市または区役所で手続きの際は必ず加入してください。国民健康保険に加入すると病気やケガをしたときの自己負担が、保険適用医療費の30%になります。また希望する場合は、追加で立教大学学生健康保険互助組合に加入し、医療費控除を受けることができます。

・加入手続き

市・区役所で住居地の届出をする際に、国民健康保険課で行います。

加入手続きをませると「国民健康保険証」が交付されます。

・保険料

国民健康保険に加入後は月々の保険料を支払いますが、金額は居住する市・区によって異なります。また、所得が一定額未満であることを申告することにより毎月の保険料は減額されます。大抵の市・区では減額されて毎月1,500円程度です。

Any person who has an address in Japan for more than 3 months must enroll in National Health Insurance.  All the Special International Students need to complete the application for the insurance at a nearby city/ward office after your arrival in Japan.  

National Health Insurance will cover about 70% of the total medical cost incurred. Also, by purchasing this insurance, you can receive the additional deduction for medical expense by using Rikkyo Student Mutual-Aid Health Insurance.

*Joining the program

You will join at the “National Health Insurance Department” in the city/ward office after you register the address. The National Health Insurance Card will be issued once the procedure is completed.

*Insurance Fee

You will need to pay a monthly fee and the cost varies in each city/ward. International students may receive a discount of the fee by declaring lack of income. Normally, the cost can be reduced to about 1,500 yen per month with such discount. 

●  学生健康保険互助組合（任意）／Rikkyo Student Mutual-Aid Health Insurance Union (optional)

立教大学に在学する特別外国人学生で、希望する人は学生健康保険互助組合への加入することができます。極力加入を推奨します。

組合保険料：3,500円/１年間、1,750円/1学期間のみ（教務事務センターにて証紙を購入し、オリエンテーションで配布する書類に貼付の上、国際センターへ提出してください。）

学生健保に加入していれば、契約医療機関（立教大学診療所及び新座志木中央総合病院）での診療を受ける際には自己負担分医療費が無料になりますし、さらに契約医療機関以外での診療を受ける場合でも、医療費の払戻を受けることが可能です（ただし制限があります）。

 International students may purchase this insurance in addition to the National Health Insurance. We strongly recommend you to join this insurance. Insurance fee: 3,500 yen per year, 1750 yen per semester.  

* You need to purchase certificate stamps at the Academic Affairs Office and submit a paper distributed at the orientation with purchased stamps.

If you join the Mutual-Aid Health Insurance Union, you do not have to pay for the medical costs incurred at the union-contracted medical facilities (Rikkyo University Clinic and Niiza-Shiki Central General Hospital) and get the medical fees reimbursed when you receive treatment even at non-union clinics and hospitals (certain restrictions apply).

●  インバウンドメディカルアシスタンスサービス（自動登録）／Inbound Medical Assistance Service (automatically registered)

立教大学では、特別外国人学生を対象に、「インバウンドメディカルアシスタンスサービス」を専門業者(日本エマージェンシーアシスタンス株式会社)に委託し、用意しています。

対象者は以下のサービスを無料で利用できます。（一部有料）

【電話によるサービス：無（電話料金は別途かかります）、24時間年中無休、

日本語・英語・中国語での対応可】)

・医療機関の紹介　・病院や移動中の電話を利用した通訳・必要な場合の大学への連絡

【その他サービス：一部有料】　

・日本)国内あるいは母国等の医療機関への移送手配・母国家族への連絡及び各種支援等

※本サービスは医療保険ではありませんので、病気・けがの治療には使えません。

必ず、国民健康保険などの適切な保険に加入してください。

Rikkyo University provides the Inbound Medical Assistance Service (IMAS) through a specialist organization (Emergency Assistance Japan Co., Ltd.) for special international students (Exchange program).

The above students are able to take the service for free. (Some services need extra fee.)

  ・Interpretation service provided over the phone while in hospital or during transfer to Hospital.

*This service is not a medical insurance. Students are required to take out appropriate insurance to cover medical expenses.

～保険に関する注意～

国民健康保険と学生健康保険互助組合に両方加入していれば、学生健康保険互助組合の契約する医療機関で治療（通院のみ）を受ける場合、保険診察内での自己負担はありません。さらに両方の保険に加入すれば、契約医療機関以外で診察を受けたとしても、月単位の医療費が2,500円を超過した場合は、国民健康保険と学生健康保険互助組合によって賄うことができます（ただし年間の限度額があります）。また給付を受けるには日本で銀行口座を開設している必要があります。もし学生健康保険互助組合に加入しない場合は、国民健康保険で担保されない自己負担分の医療費が全額請求されることになります。治療の内容によっては、請求額が高額になることも予想されますので、立教大学としては、学生健康保険互助組合への加入を強く推奨します。詳細は「特別外国人学生ハンドブック」で確認してください。

NOTES ON HEALTH INSURANCE

If you join both the National Health Insurance and the Student Mutual-Aid Health Insurance Union, you do not have to pay medical treatment fees (as an outpatient) at the contracted hospitals and clinics. Moreover, even at the non-contracted hospitals and clinics, if your medical costs exceed more than 2,500 yen (as an outpatient or for hospitalization), costs will be almost fully covered by National Health Insurance and the Student Mutual-Aid Health Insurance Union (there is limit to the amount of medical costs to be refunded) It is necessary for you to open a bank account in Japan, in order to get a refund.

In case that you choose not to join the Student Mutual-Aid Health Insurance Union Plan, you will be responsible for covering all the remaining medical costs that are not covered by the National Health Insurance Plan.  Rikkyo University strongly recommends you to join the Student Mutual-Aid Health Insurance Union Plan. Please refer to “Special International Student Handbook” for details.

在留資格「留学」は、日本で学習・研究を行うために在留している人のための在留資格です。アルバイトをするためには、入国管理局に資格外活動許可の申請をして、許可を受けなければなりません。この許可を受けることにより、留学生は週28時間以内の範囲でアルバイトをすることができます。（本学が定める休業期間中は、1日8時間以内の範囲でできます。）

入国した空港で在留資格「留学」を取得した新規入国者（再入国許可による入国者は対象となりません）で、在留カードが交付された人は、上陸許可に引き続いて空港にて資格外活動許可申請をすることができます。

The “Ryugaku” (Student) visa is merely a residence permit for the people to study or conduct research in Japan. International students must apply for additional permission at the Immigration Bureau to be able to work part-time legally in Japan. By obtaining the permit, you may work part-time up to 28 hours per week. (8 hours per day during university holidays). 

Permission to engage in an activity other than that permitted under the resident status may be given to persons whom all the following apply at the port of entry or departure.

・Persons entering Japan for the first time (*those who entering Japan with a re-entry permit are not eligible.)

・Those who are granted “Student” status with the permitted period of more than 3 months.   

有効な旅券及び在留カードを所持する外国人が、出国する際、出国後１年以内に、日本での活動を継続するために再入国する場合は、原則として再入国許可を受ける必要がありません（この制度を「みなし入国許可」といいます）。出国する際に、必ず在留カードを提示し、再入国用EDカード（再入国出国記録カード）を記入してください。

Foreign nationals in possession of a valid passport and a resident card who will be re-entering Japan within 1 year of their departure to continue their activities in Japan will, in principle, not be required to apply for a re-entry permit.  (This is called a special re-entry permit.)  Be sure to present your resident card and fill out “Embarkation Card for Reentrant” at departure.
