Life Insurance

MCPASD participates in the Wisconsin Public Employers Group Life Insurance Program, which is administered by the Department of Employee Trust Funds and provides group term life insurance coverage for state and local employees.  The coverage is underwritten by Securian Financial.


Securian Financial offers Lifestyle Benefits services, a group of additional services to local employees enrolled in the life insurance plan, as well as to their immediate family members at no additional cost. The services include legacy planning resources, legal, financial and grief resources, travel assistance, and beneficiary financial counseling.

Securian contracts with providers to offer these services at no additional cost to employees. There are no administrative responsibilities for ETF or employers. The services are optional. The service providers do not receive any personal employee information, and the providers will not initiate contact with employees.

Eligibility and Enrollment

Employees eligible for participation in the Wisconsin Retirement System (WRS) are eligible to participate in the Group Life Insurance Program.  Upon meeting eligibility for enrollment in WRS, life insurance participation is offered.  Enrollment action must occur within 30 days of WRS enrollment.


Life Insurance Application / Cancellation / Refusal Form

Note: You will need to complete the Evidence of Insurability form if 

  • You are applying more than 30 days after your first day of employment

  • You are applying to increase coverage more than 30 days after becoming employed

If completing the Evidence of Insurability form, there is a section the employer will need to fill out so please contact a Benefits Specialist


Life insurance is offered 

  • Within 30 days of hire, if hired into a WRS eligible position

  • Within 30 days of a change in assignment to a WRS eligible position or increase in hours to meet eligibility

  • You may enroll in Basic coverage or increase your coverage by one level, and enroll in one or two units of Spouse and Dependent Coverage,  without evidence of insurability if application is submitted within 30 days of gaining a dependent due to marriage or the birth, adoption or award of legal guardianship of a dependent child.  You may only enroll in coverage levels offered by MCPASD. If you already have all coverages offered, you do not have an enrollment opportunity. 

  • Life insurance is not offered at open enrollment

Coverage is effective first of the month following 30 days after the start/change/life event date.

Group Life insurance is more affordable than going out and buying life insurance on your own. A group insurance program covers you and other people who work for the same organization, which lets the rates be lower.

The monthly premium rates are updated on July 1 for local government employees. Current rates are in the Group Life Insurance Plan Monthly Rates (ET-2164) form. (MCPASD is a Local Government Employer)

The cost of your premium depends on a few factors:

  • Your age

  • How much you made the year before or are expected to earn during your first year of employment. Earnings / Expected earnings are rounded up to the nearest 1,000. 

  • Amount of coverage

The cost of Spouse and Dependent coverage is a dollar amount for each unit of coverage, no matter the age or number of family members you insure. Current rates are in the Group Life Insurance Plan Monthly Rates (ET-2164) form.


Example: An employee is age 36 and is expected to earn $53,200 during their first year of employment. They enrolled for Basic, Supplemental, and 3 units of Additional Coverage.
