計畫理念:

本計劃主要理念有二,一為提升嘉義縣新住民之健康管理能力,二為培育師生多元文化素養,強化跨文化健康照護能力。透過多元文化培訓課程與推動新住民服務活動,培養師生多元文化素養,同時強化學生文化知能與敏感度,理解新住民家庭的多元性需求,善盡大學社會責任,關懷在地多元文化。同時,期許透過此一計畫,協助同學清楚個人在社會中的自我定位,體認文化的多元變動,進而將所學專長服務新住民,並能應用於未來就業的醫護專業機構,服務人群,貢獻社會。

The purpose of the project is twofold. The first goal is to enhance new immigrants’ ability and knowledge of caring for ones’health. In addition, through various activities and opportunities to interact with new immigrants and their families, faculty and students will be able to develop multicultural proficiency, a deeper understanding and sensitivity of cultural differences and expectations. Furthermore, it’s critical for the university to fulfill our social responsibility by making connection with local communities and contribute as a member of the community.

計畫簡介:

本校「多元在嘉與文化融滲:新住民社區深耕計畫」,針對嘉義縣新住民家庭與本校師生規劃「在嘉深耕、文化啟航」、「健康促進、活力無限」、「多元文化、社區深耕」、「多元藝術健康照護」、暨「文化在地力」等子計畫的課程與活動,服務對象除新住民配偶,更擴及新住民二代子女與家庭成員,希望藉此協助新住民家庭,建構多元友善、共生共榮的社會,並期能透過此計畫,同時增進師生對多元文化之理解,在醫護專業的教學與學習過程,擴展視野,學習包容互重的文化能力,樂於服務社群,並能應用於未來的醫護職場,貢獻社會。


The overarching theme of the project is multiculturalism in Chiayi and promoting a keen sense of social inclusion in local communities. The project is currently consisted of a total of five sub-themes, including: “cultivating community relation”, “health promotion in local communities”, “building a multicultural society”, “art in health care”, “empowering local culture.” Each addresses a different aspect of the issues and goals of the project. The target community is the new immigrants, especially those who married a Taiwanese spouse. Hence, the overwhelming majority of the target community is female immigrants and their family members. It is with great hope that the faculty and students will be able to have an appreciation of the cultural diversity in the community and learn to respect differences. In the long term, as students graduate, they will be able to use the insights they gain over the course of their training and education to become better health care professionals.

欲解決問題:

嘉義縣新住民家庭人數約佔全縣人口十分之一,文化差異暨語言隔閡造成生活適應的挑戰,相較於優勢主流文化族群,新住民家庭亟需社會資源的介入協助。尤其是,嘉義縣屬嚴重老化之農業縣、就業機會短少,青壯年人口外流嚴重,新住民家庭地處偏鄉且分散,除文化價值差異、社會適應心理壓力、語言溝通問題、就醫需求、子女與長輩健康照護需求,經濟生活條件不如都會區新住民,不管就心理或地理而言,皆屬孤立與疏離,亟待更多社會資源之挹注。


This project aims to promote the awareness of the issues faced by new immigrants and their families and provides them with access to more resources. The number of new immigrants and their family members takes up to 10 % of the total population of Chiayi County. The chosen primary location has its own many layered social issues, such as a rapidly aging population and lack of employment opportunities in industrial jobs. New immigrants, upon moving to Taiwan, must learn to cope with many social and cultural problems. Cultural differences, language barrier, pressure from adapting to mainstream culture as most of them almost immediately become the primary caregivers of the children and elderly. Most families with new immigrant spouses come from a lower socioeconomic background and often reside in more remote areas. As a result, they are isolated both socially and geographically. These social, cultural, and financial contributing factors put them and their families at great disadvantages.

解決方案:

本計畫透過「在嘉深耕、文化啟航」、「健康促進、活力無限」、「多元文化、社區深耕」、「多元藝術健康照護」、暨「文化在地力」等子計畫的推動,培養師生多元文化能力,有效協助新住民面臨的身心問題。例如:邀請新住民擔綱文化講師,鼓勵展現文化自信;辦理健康促進活動,協助新住民家庭紓解身心壓力,增進親子互動;進行社區焦點訪談與需求評估,辦理健康照護活動,滿足新住民健康照護的需求;培育健康照護人員藝術服務能力,並提供新住民社區服務;建構多元文化彩繪牆,促進本校師生對於多元文化的理解並開啟對話。


Even though the problems new immigrants face are complex and layered issues, the university strive to fulfill its social responsibility by actively engaging local new immigrants and their families. For examples, new immigrants would serve as cultural ambassadors and share their cultural insights and struggles. By taking up the role as the cultural experts instead of the cultural outsiders, new immigrants could express their cultural pride. Also, a variety of health promotion-related activities were designed to equip new immigrants with skills and knowledge for maintaining mental and physical health and fulfill the needs of caring for not only themselves but their loved ones. Focus group interviews were conducted to have better need assessment. A number of art education related workshops were offered as part of the volunteer training. Lastly, faculty and students came together to create a wall painting as part of a conversation about cultural diversity and tolerance.

未來願景:

本計畫將增進本校與嘉義縣在地政府部門與民間團體的夥伴合作關係,透過多元文化課程與新住民服務活動的推動,培育更多具多元文化敏感的醫護專業師生,強化文化知覺的體驗,具備關心社會的胸懷,並對這片求學的土地,產生在地認同。計畫一方面推動新住民社區方案,服務嘉義縣新住民家庭,賦能新住民之文化自信暨健康促進,一方面亦對本校嘉義分部師生與校園文化產生有形暨無形的助益與影響。最終,經由計劃的推動,形成互利共好、友善和諧的多元文化社會。


This project significantly strengthens the partnership between the university, local government and the various organizations in the private sector. Students and faculty will be able to expand their horizon and develop a greater sense of social responsibility and cultural sensitivity in their personal lives and career as a health care professional. In addition, through various courses and service learning activities, participants will also gain a deeper understanding of the community and neighboring areas. On the other hand, the project also aims to empower new immigrants with more opportunities to interact with others in the community and provide them with access to different resources and skills and knowledge for health promotion. Overtime, the university, local community and local government will come together to create a more friendly and socially inclusive
