We recommend that ASEAN Member States:
Integrate refugee protection into ASEAN Vision 2045 and its work plan during Malaysia’s 2025 chairmanship.
Engage with Rohingya and Burmese youths, victims and marginalised groups to shape ASEAN Chair’s policies and priorities for 2025.
Strengthen coordination between the ASEAN Chair’s Special Envoy on Myanmar, the United Nations Special Envoy, and the Independent Investigative Mechanism for Myanmar.
Urge ASEAN Member States to ratify the 1951 UN Refugee Convention and its 1967 Protocol, using them as the foundation for a holistic regional refugee protection framework.
Call for shared responsibility to protect refugees and provide humanitarian aid.
