We recommend that ASEAN Member States:
Extend the ASEAN Enabling Masterplan 2025: Mainstreaming the Rights of Persons with Disabilities by two years to allow time to complete its remaining actions. Include feedback from Organisations of Persons with Disabilities (OPD) in the End-Term Review.
Ensure the Post-2025 Vision task force and other relevant bodies consistently involve persons with disabilities and their organisations in developing and implementing the ASEAN Community Vision 2045.
Simplify access to universal disability benefits and services, by adopting a unified disability identity card system across ASEAN.
Invest in disability-inclusive research and capacity-building on disaster risk reduction and climate change, prioritising OPD leadership.
Ratify the Convention on the Rights of Persons with Disabilities (CRPD) and its Optional Protocol.
