We recommend that ASEAN member states:
Repeal laws enabling arbitrary censorship and criminalisation of online expression. Guarantee freedom of expression following normative human rights standards.
Ban the use of spyware and invasive tracking and surveillance technologies, strengthen legal frameworks for data protection and privacy, and ensure transparent data collection practices.
Bridge the digital divide by mandating universal Internet access, ensuring affordable and reliable connectivity, and promoting digital literacy.
Reform laws regulating online platforms to ensure transparency, accountability, and equitable governance of digital spaces through multi-stakeholder oversight mechanisms.
Prevent and mitigate targeted online harassment, intimidation, violence, and cyberattacks against journalists, activists, and human rights defenders.
