Julia Kline

My name is Julia Kline. I have a background in both restorative justice and community organizing, which are two of the explicit responsibilities of this District Council. While I'm relatively new to Hyde Park, having moved here in October 2019, I spent almost full-time during the pandemic organizing and coalition-building across neighborhoods. I co-founded Neighbors Who Vote in 2020 and also sit on the Board of the League of Women Voters. Professionally, I'm a self-employed coach and consultant. I know how to run a meeting, build a spreadsheet and report back to stakeholders. In short, I have the professional skill set to help ensure this Council is successful in our mission.

Ephraim Lee

My name is Ephraim Lee and I am running as a candidate for the 2nd Police District Council. 

I am a lifelong resident of the city of Chicago, married, and the father of two boys. I have a B.A. in psychology from Chicago State University and I am currently pursuing a Masters in Social Work (MSW) from UIC, with a graduating date of May 2023. I am also an enlisted member of the Navy Reserves, where I have served honorably for 24 years and achieved the rank of Senior Chief.

I wish to serve on my district's council in order to bring leadership, fairness, and transparency, to a police department that is struggling to live up to its members and the citizens of this city.

Communication is critical when it comes to transparency in any situation. It's even more important when discussing law enforcement and the communities they serve.


Having worked in city government and as an experienced communications and marketing professional, I've seen firsthand how poor communication can cost a community. Having lived in Chicago for over five years, there's still much to be desired from CPD regarding transparency, accountability, and communication.

My work in the private sector spans the creation of systems of communications to streamline processes, building and maintaining digital communities, and using data to drive decision-making. Additionally, my time as a director of community affairs for a large school district taught me the value of community engagement across the entire district. It also highlighted the need to utilize resources to invest back into our most vulnerable communities to be genuinely inclusive of all voices and needs.


The desire for public safety is inclusive and should reflect the community's needs. That is why I would like to use my communication, marketing, and community engagement skills to help amplify our communities' voices and shape what public safety looks like in the 2nd District.
