Smarter Balanced Assessment Consortium: Usability, Accessibility, and Accommodations Guidelines

You may use these forms to document designated supports and/or accommodations that are provided to individual students. These forms are from the current year Oregon Accessibility Manual (OAM). Please be sure and consult the OAM for details on student supports. The forms below are provided below are fillable PDF format versions of the same forms located in the OAM. You must download the form in order for the fillable feature to work. It is recommended that you download the forms, then make individual copies for each student needing supports. You can name the files using student last name and/or student ID.
Below are resources regarding planning for and administering the Alt ELPA assessment in schools. If you are planning to be a Test Administrator administering this assessment in your school, additional training is being added to the Test Administrator training in Google Classroom. Please work with your School Test Coordinator for access to that training. The Alt ELPA may ONLY be administered by trained staff who are educators licensed by TSPC. Classified or other non-licensed staff may not administer the Alt ELPA.

If you have any questions about using Text-to-Speech (the support where items and/or stimuli are read to the student by the computer), this document simplifies the instruction for using this support. It explains the settings in TIDE and the student's view during the CAT or PT assessments. It's a great resource!
For students needing speech-to-text support (students dictate response which gets converted to text), this document provides the instructions for providing this using two Chromebooks. This is an accommodation that must be documented on the student's IEP or 504.

The graphic below provides an overview of the supports and accommodations that are available to students, depending on need. Definitions of the three categories shown below are as follows:
Universal Tools: Access features of the assessment that are either provided as digitally delivered components of the test administration system or separate from it. Universal tools are available to all students based on student preference and selection.
Designated Supports: Access features of the assessment available for use by any student for whom the need has been indicated by an educator (or team of educators with parent/guardian and student). They are either provided as digitally delivered components of the test administration system or separate from it.
Accommodations: Accommodations are changes in procedures or materials that increase equitable access during the statewide assessments. Assessment accommodations generate valid assessment results for students who need them; they allow these students to show what they know and can do. Note: accommodations are available only for students with documented Individualized Education Programs (IEPs) or Section 504 Plans. Accommodations do not compromise the learning expectations, construct, grade-level standard or intended outcome of the assessment.
