Test Administration Manuals

The Test Administration Manual outlines policies and procedures for the Oregon statewide assessments, as well as the NAEP, and PSAT/NMSQT® assessments to ensure both test reliability and validity from classroom to classroom, teacher to teacher, school to school, and district to district.

The Oregon Accessibility Manual (OAM) provides districts, schools, and IEP teams policies and requirements that will govern the provision of accessibility supports for students participating in Oregon Statewide Assessments. Additional accessibility support resources, are located under Assessment Administration Resources.

This document is for trained Test Administrator (TAs) who have completed the annual security and training requirements for administering the ELPA Screener. All personnel who will be screening students using the ELPA Screener, or directly supervising the screening of students using the ELPA Screener, must familiarize themselves with the  training materials. See the EL Screening section of this website for details.

The Student Educational Equity Development (SEED) Survey gathers information about the educational experiences of students in Oregon. This information helps the Oregon Department of Education (ODE) to develop appropriate and targeted resources and supports for districts in Oregon. Responses to this survey will also inform ODE research and provide key insights from students that schools and districts can leverage to improve local education experiences. The SEED Survey must be made available to students in grades 3 through 11. The Alternate SEED Survey is available for students who participate in extended assessment in grades 3 through 8 and 11.

Test Administration User Guides

The OSAS Online Test Administrator User Guide is designed to familiarize Test Administrators with the TA and Student Interfaces used to administer Smarter Balanced Mathematics and ELA, OSAS Science and Social Sciences, and ELPA.

The Test Information Distribution Engine (TIDE) is the system used to manage student settings and user accounts across all OSAS Online systems. The TIDE User Guide uses a step-by-step approach to using the enhanced user management system. 

The Centralized Reporting System provides authorized users with detailed reports on student test participation and performance.
