What is the SEED Survey and what does it measure?
The Student Educational Equity Development Survey (SEED) was developed by the Oregon Department of Education to gather information about the educational experiences of students in Oregon in grades 3-11. The SEED Survey is designed to measure student perceptions in four core constructs:
Access to Learning Resources
Opportunity to Learn
Student Self-Efficacy Beliefs
Sense of Belonging
Is the SEED Survey mandatory?
Oregon law (House Bill 2656) requires each school district to make the SEED Survey available to students in grades 3-11. Parents or guardians may decline, either verbally or in writing, to have their student participate in the SEED Survey. Schools are required to provide parents with notice of administration and the process for declining participation at least 5 days prior to administering the SEED Survey. Students may also decline, at any time, either verbally or in writing to participate. Students may also decline to answer individual questions on the SEED survey.

What is the window for administering the SEED Survey?
HSD has established May 28 - June 7 as the district window for completing the survey for all grade levels, 3-11. The primary reason for this is so that SEED Survey does not interfere with the Performance Fact Survey that provides relevant data for our strategic plan.
Is my school allowed to administer the survey at an earlier date than the indicated district window?
At this time there is no plan to allow earlier surveying. Please check in with Tom Luba, District Test Coordinator, for additional guidance on this question.
Are students allowed to take the survey at home?
Yes, however, only after the survey has been offered at school during regular school hours. If an extenuating circumstance makes it so that a student can only do it at home, the "Assignment" link may be provided to the student/family so that the survey may be completed at home using a home computer or student Chromebook.
How long does it take for a student to complete the survey?
Estimates are 15 - 30 minutes depending on grade level and student.
How is the survey administered?
The two primary methods for administering the survey are:
Secure Browser: Sessions may be set up by a trained Test Administrator the same as state testing. Student would use the secure browser on their device to access the survey in the exact same way they access state assessments such as SBA, science and ELPA.
Assignment: Students are provided a web address and may take the survey using a regular web browser on their device. Note: The assignment feature must be set up by someone with a Test Administrator (TA), School Test Coordinator (STC), or District Test Coordinator (DTC) account in the OSAS Portal.
