The guest speaker began her presentation by quoting Brian Herbert, who said, "the capacity to learn is a gift, the ability to learn is a skill, and the willingness to learn is a choice." The Warehouse, according to the guest speaker, is a commercial building used for products storage. A Custom Bonded Warehouse is one that has been licensed by the Bureau of Customs to import, receive, and keep goods without paying duties or taxes. She then went on to show us the legal basis of CBW in the CMTA from sections 801-813, which she didn't go into detail about because we already knew about it. The guest speaker displays a summary of CAOs and CMOs related to CBW operations. According to the guest speaker, the CMO 3-2022 will be the center of our discussion. The guest speaker then went on to explain the current laws, rules, and regulations governing customs Bonded Warehousing. She also demonstrated the application process for establishing a Customs Bonded Warehouse, a Customs Common Bonded Warehouse, and membership accreditation.
The guest speaker went through the prerequisite, documents needed, the CBW operating window, and related laws and regulations. The discussion also included the actions to be done if the application is denied by the Commissioner and rejected by the District Collector. She also mentioned the procedure for lodging an export declaration as well as the process of exporting what was imported for storage in connection with liquidation. The guest speaker concluded her presentation of CSW suspension and closure. The district collector must close CBW for 11 reasons.
