We have a student who is enrolling with a doctor's note (attached) requesting homebound and a special education evaluation. The child has never been in school before. How do I proceed?
Use the doctor's information (once enrolled) to complete a 504 Evaluation/Plan.
Refer for 504 homebound services based on the doctor's note.
Begin the special education evaluation process. Can we ask them to bring him to school for varying times for the SpEd eval or would our evaluators and related service providers be expected to evaluate at the home?
The 15 day consent window would start at the date of the request, the student's enrollment status wouldn’t toll the child find obligation.
When a request is made for a special education evaluation (either through ECI or parent request) for a student who is not enrolled, please use the document attached to sumbit to the Special Education Office.

Yes, in our Guidance on Identification and Placement of Emergent Bilingual Students Prior to Kindergarten, first page under Enrollment Prior to Kindergarten: (see second bullet under This includes:)
For any student initially enrolling in a three- or four-year-old public-school program, a Home Language Survey (HLS) shall be administered and the state process followed for identification as an EB student.
• This includes:
o students with or without identified special needs.
o students who are enrolled, not in membership due to attending school for less than 2 instructional hours per day
