This agenda strengthens resilient and sustainable agri-fisheries systems and community-based nutrition programs, while promoting food sovereignty and empowering rural livelihoods. It directly supports SDG 2 (Zero Hunger) and SDG 12 (Responsible Consumption and Production), and aligns with national priorities such as the DOST HNRDA-AANR, CHED ACHIEVE NHERA on Food Security, and the Department of Economy, Planning, and Development’s (DEPDev) RDP on agricultural modernization. In doing so, it embodies ASCEND’s commitment to innovation in local industries and upholds its pillar on agricultural advancement and food sufficiency.
Furthermore, the agenda contributes to SDG 5 (Gender Equality) by prioritizing women’s participation in agri-enterprises, nutrition governance, and rural food systems. It promotes gender-responsive agricultural innovation and ensures equitable access to resources, land, and capacity -building opportunities for women in rural communities.
Focusing on ecological protection, climate change adaptation, and risk reduction, this agenda promotes science - based community resilience and long -term sustainability. The formulation of the Research and Extension agenda considered the priorities of the University in alignment with the United Nations Sustainable Development Goals, Department of Science and Technology Harmonized National R&D Agenda, Commission on Higher Education National Higher Education Research Agenda and the National Economic Development Authority Development Plan.
CAMPUS RESEARCH AND EXTENSION AGENDA
Rationale
In pursuit of Cavite State University (CvSU)’s commitment to research that is responsive to environmental and developmental challenges, the CvSU-Carmona Campus proposes its localized Research and Extension (RE) Agenda titled “REACH: Research and Extension Advancing Communities through Holistic Innovation”. This agenda embodies the campus’ thrust to leverage its diverse academic programs in promoting community development, innovation, and inclusive growth. It is rooted in the unique context of Carmona and designed to empower its stakeholders through relevant, cross-disciplinary research initiatives that respond to pressing local and national concerns.
With academic offerings in BS Business Administration (BSBA), BS Computer Engineering (BSCpE), BS Computer Science (BSCS), BS Information Technology (BSIT), BS Industrial Technology (BSIndT), BS Hospitality Management (BSHM), and Bachelor of Secondary Education (BSE), the campus is uniquely positioned to advance thematic areas such as digital transformation, sustainable enterprise, health and well-being, eco-innovation, and inclusive education.
Thematic Areas of the REACH Agenda
1. Resilient Enterprise and Food Innovation. This thematic area supports inclusive economic growth and food security by empowering diverse community members—especially women and marginalized groups—through innovation in culinary arts, food processing, and enterprise development. Programs like BSHM and BSIndT will emphasize culinary heritage, sustainable food practices, and appropriate packaging technology. BSE and BSBA will promote green business models, circular economy strategies, and digital entrepreneurship that benefit MSMEs, cooperatives, and gender-inclusive enterprises. These efforts directly address community needs and align with the University's goal of improving the livelihood of farmers, food processors, and service workers across all sectors.
2. Eco-Innovation and Sustainability. This area promotes environmental protection, climate-smart practices, and disaster readiness through gender-responsive and community-based initiatives. BSIndT and BSHM will develop sustainable products and services, while BSBA and BSE foster eco-enterprise models that empower both men and women. Programs in computing and education will support the development of environmental monitoring systems and digital platforms for disaster preparedness that consider the needs of vulnerable populations. Activities such as urban gardening and recycling also engage women, youth, and marginalized groups—contributing to biodiversity protection and equitable risk reduction.
3. Advanced and Inclusive Digital Solutions. This theme focuses on the development of inclusive ICT tools that address real-world challenges in education, governance, healthcare, and economic participation. Led by BSCS, BSCpE, and BSIT, initiatives include mobile apps, AI, data systems, assistive technologies, and cybersecurity, ensuring accessibility for women, persons with disabilities, and underserved communities. These innovations support gender equity in digital spaces and reinforce the University’s advocacy for inclusive technology, smart systems, and innovation-driven development.

Programs from BSE, BSIT, and BSCS focus on creating modular and game-based learning materials, low-bandwidth platforms, and training that promote gender equality and inclusive pedagogy. Strategic Implementation
