The VTAG is a maximum $3,270 grant for VA residents attending private universities in Virginia.
Completed applications must be submitted to the financial aid office of the institution on, or before, July 31 prior to the fall semester of enrollment.
Public Universities in Virginia cost between $20-$28K per year (William & Mary is the exception at over $35K).
However, don't let these costs scare you away from applying. Most students qualify for federal & state financial aid simply by submitting the FAFSA!

Apply for the Thomas A. Dingledine Scholarships and others!
Important note on scholarships: For low-income students, most of your financial aid will come from need-based financial aid from the university. North Carolina has one of the most affordable public university systems in the country, and any public university will likely be affordable for nearly all low-income students. Don't let cost stop you from applying!
For private universities, it's important to apply to colleges that will be affordable for you without any merit scholarships. However, always look on the website of each university for merit scholarship opportunities. Most, you will be automatically considered for, but some require extra applications!
DACA recipients who meet all other requirements qualify for in-state tuition in Virginia, but otherwise undocumented students are not eligible for in-state tuition. Neither DACA nor undocumented students are eligible for VA state financial aid.
