In 2017, the Moroccan Ministry of Education (MOE) launched the National Strategy for Training Educational Staff to ensure there will be a qualified supply of teachers by 2030.
The MOE is addressing this need for qualified teachers by (1) designing and accrediting a bachelor’s degree in education, (2) building on pre-service teacher training at universities and regional training centers, and (3) promoting educational research in universities and training centers.
However, an initial situation analysis on the status of teacher training and higher education indicates that the current pre-service teacher training programs developed by the universities were not based on evidence and international best practices for effective teacher preparation.
In 2019, USAID partnered with the MOE to launch the five-year Higher Education Partnership for Morocco (HEP-M) program. HEP-M will assist the MOE in the implementation of the newly adopted law (loi cadre 51.17), which aims to improve pre-service teacher training.
USAID supports the Higher Education Partnership for Morocco by:
Building expertise for higher education/pre-service teacher training
Helping to develop a comprehensive undergraduate degree pathway to prepare teachers to teach in primary schools
Enhancing institutional and human capacity at these institutions to deliver the new bachelor’s degree
Supporting the MOE to develop and pilot processes for quality assurance, certification, and national recognition of the new degree
Create a sustainable Moroccan Higher Education pool of experts for primary teaching to enhance quality pre-service teacher training in Morocco
Improve content and delivery mechanisms for primary teacher preparation
Strengthen the capacity of key actors in universities and teacher training centers to deliver quality pre-service teacher training
Develop an enhanced learning and research agenda for teachers, universities and Regional Teacher Training Centers
