Why is APS doing a residency review for Jackson High School?

Atlanta Public Schools is completing the residency review to consider challenges and solutions to address overcrowding at schools. Jackson HS is one of the schools that is currently over a 100% utilization rate. In an effort to implement solutions to overcrowding, the residency review is to ensure that only students legitimately residing in the Jackson High School attendance zone are enrolled. 

When is the deadline for submitting residency documents?

The deadline to provide residency documents to the Office of Student Assignment and Records is Friday, September 29, 2023

What is residency fraud?

Parent(s)/Guardian(s) are committing residency fraud if they submit an address that is not their true residence in the affidavit and enrollment process or in other documents submitted to the District.

Examples:

I live outside of the City of Atlanta, but I also own property in the City.  Can I use my City of Atlanta address to enroll in school in APS since I pay taxes in the City? 

A person who owns property in the City of Atlanta, but does not reside in the City, is not considered a resident. Business addresses may not be used as residences. When a family claims multiple residences, the residence for which they apply for a homestead exemption will be declared the primary residence.

What are other Reasons to Verify an Address? 

A request for Verification of Student Residency may also be initiated when District staff members have reason to believe that the residence information provided at enrollment was inaccurate or is no longer accurate. Such information may include:

-          school mail returned by the Post Office;

-          reports by school bus drivers of a change in student residence;

-          information provided by citizens or other students that a student’s residence has changed;

-          information that a student who is dropped off by a parent is repeatedly late for school;

-          student reports to school staff that their residency has changed;

-          information provided by landlords;

-          multiple unrelated students using the same residence address; and/or

-     other information that tends to suggest that a student’s residence may not be the same as that contained on school records.

What happens if the District investigates and I am caught using a false address? 

The student will be withdrawn from school and must enroll in their zoned school. The parent must reimburse the District for investigative costs. The District may also pursue civil or criminal action against anyone making false claims. If the child does not reside in the City, the student must enroll into their district of residence.

What happens if I own rental property and pay taxes in a particular school attendance zone.  Is my child allowed to attend school in that zone? 

No.  This is not your primary, bona fide residence. 

What happens if I own a business in a particular school attendance zone. Is my child allowed to attend school in that zone? 

No.  This is not your primary, bona fide residence. 

My wife and I are divorced.  My daughter lives with her mother.  Can my child attend school in the school attendance zone where I live? 

If the student spends time with both parents, a parent can elect for the student to attend either parent’s zoned school.
