Student-of-Employee Transfer Options
Regulation JBCCA-R(4): Student Assignment to Schools - Student Transfers: Student of Employees - All fulltime employees of the Atlanta Public Schools who are also a custodial parent/legal guardian with whom the child is residing may elect to have their child(ren) attend Atlanta Public Schools in accordance with the requirements of this regulation.
The children of fulltime non-resident employees are considered residents and allowed to attend APS schools tuition-free. The children of fulltime non-resident employees of organizations which partner with APS to operate district schools are considered residents and allowed to attend APS schools tuition-free.
Contractors, consultants, temporary/part-time workers and substitutes are not considered residents for enrollment purposes.
Student-of-Employee Transfer Types
General Administrative Transfers
Application Window: December 2 - 20, 2024
APS board policy and regulation offers children of full-time APS employees (custodial parents or legal guardians with whom a child lives) the choice of attending an APS school. Temporary (including part-time) and substitute employees are not eligible. Out-of-district tuition is waived for full-time employees residing outside of the city of Atlanta.
APS offers three types of transfer options for children of employees:
General Administrative Transfers – permits students to attend an out-of-zone school until the highest grade of the school.
Full-time employees (non-residents of the city of Atlanta) who are not requesting a transfer for their child to attend school at their worksite, are required to apply through the general administrative transfer process.
APS employees (1) who are transferring their child into APS after the transfer application window, (2) who are newly employed by the district, or (3) who are enrolling their students after the beginning of the new school year are eligible to request a general administrative transfer to any school that had unfilled spaces at the conclusion of the random lottery.

Student-of-Employee Worksite Transfers
Application Window: March 3 - April 14, 2025
Students of Employees Worksite Transfers – permits full-time employees assigned to a school worksite to apply for their child to attend school at the same worksite.

Student-of-Employee Cluster Transfers
Application Window: March 3 - April 14, 2025
Students of Employees Cluster Transfers- Children of full time APS or partner school-based employees as well as bus operators (FT drivers and monitors) may attend a school in the vertical feeder pattern at which the parent or legal guardian is employed, provided that the school has sufficient capacity. For any schools deemed to have insufficient capacity, transfer options will be limited as defined below.
Sufficient capacity, for this purpose, is defined as any school below 95% of the facility's planning capacity based upon the anticipated future enrollment. In the event that there is more interest in a transfer than a school capacity allows, the Office of Student Assignment will administer a lottery.
For any school over 95% capacity, student-of-employee cluster transfers are limited to the children of full-time certified APS employees residing within the City of Atlanta (APS District).
Schools over 95% capacity for SY25-26 are: King MS, Maynard Jackson HS, Midtown HS, and North Atlanta HS
