Limited Submissions

A "limited submission" solicitation is a funding opportunity announcement in which the sponsor restricts the number of applications or proposals an institution is allowed to submit. The responsibility of selection for submission is placed on the institution. Research and Strategic Partnerships (RSP) manages an internal proposal submission, review, and selection process for PSU proposals to limited submission programs that strives to ensure transparency and fairness in these internal competitions with a process that does not overburden either the researcher or the reviewers required to choose the most competitive proposal(s) to represent Portland State University.

RSP establishes a deadline for notification of intent to apply for each limited submission solicitation. An internal proposal competition is developed when the interest is greater than the maximum number of proposals allowed. RSP provides guidance for how the internal proposal competition for a particular program will be structured. A selection committee established for the solicitation determines the winner(s) of the internal competition. All applicants to the internal program are informed of the outcome.

What is RSP's internal review process?


For funding opportunities that limit the number of proposal(s) to be submitted by an institution, RSP designates a day by which abstracts should be submitted for internal review and selection.  The Associate Vice President for Research forms a committee with representation from discipline-related deans and RSP staff.  This committee is charged with evaluating abstracts and making recommendations to the Vice President for Research and Strategic Partnerships on which proposal(s) should move forward in the application process.  The VPRSP makes the final decision on which proposals will be submitted by PSU.
