Capstone Description:
The VA Team will develop a state plan for improving outcomes for dually-involved youth based on data that they collect through:
- identifying differences in demographics, outcomes, and processes for dually-involved youth in comparison to youth involved in only the child welfare or juvenile justice system.
- identifying jurisdictions with high rates of crossover youth, service gaps and overlaps, and information needs. Based on the new data, develop a state plan for improving outcomes for dually-involved youth.
Capstone Update (2015):
The team contracted with Hornby Zeller to pursue a case-matching process of statewide data, with the primary data coming from DJJ and DSS. There will also be some case matching with education data. Data analysis is underway. The data collected as a result of this project will benefit several groups and initiatives in the jurisdiction, including the Governor's Children's Cabinet (working on school-to-prison pipeline and challenging schools), Statewide advisory committees for Vision 21 (projects related to children exposed to violence), Project AWARE (mental health services in schools), and Interagency Partnership to Prevent and end Youth Homelessness.

The Capstone Project is focused on reducing the frequency and disproportionality of technical violation arrests. The team's main strategies include conducting a data analysis by race, ethnicity, gender, geography, and offense type; strengthening the use of incentives and sanctions as non-judicial tactics; revising current probation rules; and engaging system partners to improve communications and collaboration.

Capstone Description:
Taking a trauma-responsive, multi-disciplinary approach, the Charlottesville Capstone Team plans to focus on bolstering the city’s family engagement efforts, creating a restorative program at all juvenile justice exit points, and increasing and improving the use of diversion practices. Through these efforts, the team seeks to take an equity lens that will reduce the number of technical violations and the number of Child in Need of Services/Supervisions (CHINS) petitions.

Capstone Description:
The team plans to reduce racial and ethnic disparity at the point of referral through piloting a restorative justice program and redesigning the current intake process. The team is in the process of developing a risk/needs matrix for diversion decision making and will pilot the newly developed matrix.
Capstone Update (2016):
The team has made significant progress in facilitating multi-system collaboration, specifically between the Fairfax County Government, Fairfax County Juvenile & Domestic Relations District Court, police departments in Fairfax County and in surrounding neighborhoods, Fairfax County Public Schools, VA Department of Criminal Justice, and community partners. An MOU was signed for the restorative justice efforts, and the team helped pass HB541, which allows police records to be shared for the purpose of juvenile diversion. The team has also developed a juvenile intake disposition matrix, which makes use of the screening and assessment results from GAIN-SS and YASI. To reduce racial and ethnic disparities in Fairfax County, the team changed the diversion eligibility to increase opportunities for youth of color to be diverted - the maximum number of charges allowed for diversion was increased from 3 to 5, and removed restitution as a factor for diversion eligibility.

Capstone Description:
The team aims to increase diversion rates for minority youth through identifying key decision points for diversion, establishing a collaborative engagement process, providing trainings to improve awareness of implicit bias, and improving the data management system.
Capstone Update (2020):
The team is collaboratively working to develop a uniform definition of diversion across the local juvenile justice system. In addition, the team has won a Title II grant from DCJS to bolster their capacity to streamline and collect RED data and to create universal confidentiality releases to share data. The team has also made progress in terms of training. They have engaged several partnering agencies, including law enforcement and SROs, to complete implicit bias training.

The Newport News team seeks to improve resident well-being through the implementation of a comprehensive Life Skills program and Multi-Tiered System of Supports, including daily life-skills groups for all residents, connection to affirming adult role models using daily wellness education, mentorship and crisis communication strategies, and stabilization efforts for highly traumatized youth. To do so, the team will partner with parents, community grassroots organizations, faith-based organizations and public safety entities.

To build a framework for information sharing so that crossover youth can be identified at the point of entry into the either the child welfare or juvenile justice system through:

2. Designating a graduate student to collect and analyze baseline data on outcomes for crossover youth.
3. Developing staff training that focuses on the new information sharing process and the Collaborative Family Conferencing (CFC) process.

Capstone Description:
To improve outcomes for youth that crossover from the child welfare system into the juvenile justice system, with a particular focus on educational outcomes. The project aims to:
1. Identify crossover youth who are having school performance issues.
2. Develop an information-sharing platform between the child welfare system, public schools, court services unit, police and the judiciary.
3. Create a family centered multi- disciplinary team and an individual education plan for each crossover youth.
4. Enhance the police department’s data collection process for crossover youth.
5. Provide the judiciary with education and tools to help promote desirable and consistent outcomes for crossover youth.
Capstone Update (2019):
The VA Beach City Attorney's Office developed an MOU to share youth information, which was consequently signed by the VA Beach City Public Schools, District Court, Police Department, and the Department of Human Services. The MOU serves as a critical stepping stone in advancing the team's Capstone Project, and the team continues to improve identification of crossover youth and develop prevention strategies targeting the crossover youth population.
Capstone Update (2024):
Most of the team has moved on to other roles or retired, but the team members continue to work to prevent crossover for youth in their systems.
