Capstone Description:
The North Carolina Team seeks to increase family engagement when youth are placed at DJJDP facilities with the ultimate goal of creating stronger and more successful reentry plans for youth. To do so, the team will create a Family Engagement Coordinator Position, implement a Youth and Family Voice Advocacy Training for DJJDP youth and families, and institute trainings for staff around System of Care and family engagement strategies.

Capstone Description:

Capstone Update (2015):
The team created a joint juvenile justice behavioral health consent form that includes elements of federal and state laws/statutes, developed a template for data-sharing MOU, and published a Juvenile Justice/Behavioral Health information sharing guide.

Capstone Description:
Advocate for and build tribal child welfare system.
Capstone Update (2017):
The team created a tribal child welfare system; utilizing a Tribal Title IVE Plan Development Grand, the team was able to establish laws necessary for a comprehensive child protection and foster care system, as well as policies and procedures for an Integrated Child Welfare Team. In the process, the team was also able to amend the tribal juvenile justice laws to increase the age of juvenile delinquency to 18 years old. The team also help facilitated a RBA training for the entire tribal division of Public Health and Human Services, as well as staff from law enforcement and behavioral health. As of October 2017, the Tribe has successfully developed and implemented the Family Safety Program, which is a child welfare and protection program similar to a Department of Social Services in a state system, has 25 licensed tribal foster homes, and processed almost 1000 reports of child maltreatment cases involving over 1500 youth.

Develop an integrated Children’s Services Division (CSD) that includes public child and family services within the System of Care framework; Establish common understanding of current services, policies, and procedures; assessments, definitions, tools, service-mapping, within the public systems impacting crossover youth; Maximize use of funding and resources available to support crossover youth and their families; Raise awareness of disproportionality of youth of color and the role individuals play in the perpetuation of disparities.
