Ask our congressional representatives to DEMONSTRATE where budget oversight IS SUCCESSFUL TODAY correcting what's wrong with government. Programs misusing government funds can be stopped. Expose the facts in plain, simple language.
Fraud - Farm Checkoff funds paid to DC lobbyists
Waste - BLM Wild Horse and Burro Program
Abuse - Welfare for wealthy and foreign ranchers
Eliminate BLM's overall budget by 25 percent. Mandate the focus of remaining funds be towards care for the equines in holding today.
Eliminate the Dept of Ag Checkoff payments to organizations where misuse is rampant (NCBA National Cattlemen's Beef Association https://www.ncba.org/ ) and (Public Lands Council https://publiclandscouncil.org) are well known abusers.
Increase recurring price of BLM Grazing Allotments from $1.35 per acre per month to $6.75. This is still a discount of 400 percent over retail grazing prices. Use the income to fund Conservation Leasing to return Wild Horse to public lands.
2018 BLM Report to Congress on the Wild Horse and Burro Program
See if you can count the misrepresentations, the intentional omissions, and misdirection.
Congress continues to fund failed BLM management practices, operated without respect for taxpayer intent; incentivized by money from corporate agriculture and exploitation of natural resources.
Revenue streams from grazing lease and natural resource allocations are misrepresented in the current budget proposal.
Both the grazing program and the exploitation of natural resources are destroying the environment. The BLM's own data conclusively proves these assertions. However, in (2) above the data is misrepresented and manipulated in reporting to Congress.
Conflicting statutes allow the BLM to hide behind and interpret the directives to suite their agenda - not the interest of Wild Horses, the environment or preservation of resources.
§ The Federal Land Policy and Management Act of 1976, “FLPMA” (43 U.S.C. 1701), dictates a somewhat self-contradictory but principally utilitarian model of the public lands. The utilitarian language of the FLPMA establishes the land as publicly-owned and managed ranchlands. Its yield of cattle and other commercial livestock enters the global commodity market and supplies income to public lands ranchers
§ The Free-Roaming Wild Horse and Burro Act of 1971, which set aside designated federal lands for the protection of free-roaming horses and burros, largely frames free-roaming horses and burros as wild, but subject to management. “The Secretary shall manage wild free-roaming horses and burros in a manner that is designed to achieve and maintain a thriving natural ecological balance on the public lands” (16 U.S.C. 1333(a)).
