Fresh Water

Encounter occurs 1-in-20, check morning, evening, and midnight. Unintelligent monsters will be 75% likely to be driven off by flaming oil nearby, 90% if actually burned by it. Large amounts of food will be 50% likely to end encounters.

Salt Water

Encounter occurs 1-in-20, check down and noon in coastal and shallow waters, check only once during daylight (usually noon) in deep water. Burning oil works as noted above for fresh water encounters, as will food.
