The Constitution of the
Kingdom of Unihornitopia
We the people of the Kingdom of Unihornitopia, in order to ensure domestic tranquillity, provide for the common defence, and promote the general welfare, do ordain and establish this constitution for the Kingdom of Unihornitopia.
Article. I.
Section. 1. All legislative powers herein granted shall be vested in the Imperial Court of the Kingdom of Unihornitopia, which shall consist of the King's Cabinet, the House of Lords, and the People's Congress.
Section. 2. The King's Cabinet shall be composed of members selected by the King and shall serve until dismissed or deemed corrupt and/or incompetent.
No person shall be a part of the King's Cabinet unless they have attained the age of eighteen years and been five years a citizen of the Kingdom of Unihornitopia (unless the Kingdom has not attained five years of age). The King's Cabinet shall only have legislative powers during a national emergency (such as a nationwide epidemic, being officially declared war upon, or there are not enough people to compose the People's Congress). The King's Cabinet shall only be granted legislative powers for a period of 3 months. (This shall not be edited) The King's Cabinet may determine the rules of its proceedings, punish its members for disorderly behaviour, and with a concurrency of a majority expel a member (the King shall not be expelled), Members of government shall not own, buy, or trade shares in corporations and large businesses.
Section. 3. The People's Congress shall be composed of one person for every one hundred people, every time the population reaches a power of 10, there will be the people shall vote on how many representatives are needed, and shall be recomposed and assembled every 3 weeks, the People's Congress shall host the King or a representative of the King, the Prime Minister to supervise the People's Congress and cote when equally divided. The People's Congress shall have the sole power to force the King to abdicate if there is a two-thirds majority vote and there is a suitable replacement. Section. 4. The House of Lords shall be composed of members chosen by his majesty and their descendants, they shall scrutinise bills passed by the People's Congress, and make amendments to them. The House of lords shall create their own rules of proceedings.
Section. 5. Members of government shall not own, buy or trade shares in corporations and large businesses.
Section. 6. The Congressmen, Cabinet members, and Lords shall receive compensation for their services, to be ascertained by law and paid out of the Imperial Treasury. They shall in all cases, except treason, felony, and breach of peace, be privileged from arrest during their attendance at the session of their respective houses, and in going to and returning from the same; and for any speech or debate in either house they shall not be questioned, in any other place.
Section. 7. Every bill which shall have passed the People's Congress, shall before it becomes law, be scrutinised by the House of Lords, then be presented to the King if he approves he shall sign it, but if not he shall return it with his objections to the People's Congress, who shall enter at large on their journal and proceed to reconsider it, if after such consideration a two-thirds majority of the house shall agree to pass the bill it shall become law.
If the bill is not returned 12 days after it is presented to him, the same shall be a law as if he had signed it.
Section. 8. The Imperial Court shall have the power to lay and collect taxes, duties, and imposts, and exercised to pay the debts and provide for the common defence and general welfare of the Kingdom of Unihornitopia; all duties and imposts will be uniform throughout the Kingdom;
To borrow money on the credit of the Kingdom To regulate commerce with foreign nations;
To establish a uniform rule of naturalisation, and uniform Laws on the subject of bankruptcies throughout the Kingdom;
To coin money, regulate the value thereof, and of foreign Coin, and fix the standard of weights and measures;
To provide for the punishment of counterfeiting the securities and current Coin of the Kingdom;
To establish post offices and post roads;
To promote the progress of science and useful arts, by securing for limited times to authors and inventors the exclusive right to their respective writings and discoveries;
To constitute tribunals inferior to the predominant court;
To define and punish piracies and felonies committed on the high seas and offences to the law of nations;
To declare war, grant letters of marque and reprisal, and make rules concerning captures on land, water, and air;
To raise and support armies but no appropriation of money to that shall be for longer term of two years;
To provide and maintain a navy; To provide and maintain an air force;
To provide for the calling forth the militia to execute the laws of the Kingdom, suppress insurrections, and repel invasions;
To provide for organising, arming, and disciplining the militia and the construction of forts, magazines, arsenals, dockyards, and other needful buildings; - And
To make laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this constitution in the government of the Kingdom of Unihornitopia, or any other department, or officer thereof.
Section. 9. No person holding any office of profit or trust under them, shall, without the consent of the King of Unihornitopia accept any present, emolument, office, or title of any kind from any king, prince, foreign state, or corporation.
Section. 10. No government under the rank of Imperial, shall enter into any treaty, alliance or confederation; grant letters of marque and reprisal; coin money; emit bills of credit; make anything but gold and silver coin fender in payments of state, debts; pass any bill of attainder, ex post facto law, or law impairing the obligation of contracts, or grant any title of no nobility. No government without the consent of the Imperial Court may lay any imposts or duties on imports or exports, except what may be absolutely necessary for executing its inspections laws; and the net of all duties and imposts laid by any government on imports or exports shall be for the use of the Imperial treasury, and all laws such shall be subject to revisions of the Imperial Court No government below station of Imperial, shall without the consent of the King's Cabinet and the People's Congress, lay any duty of tonnage, keep troops, or ships of war in times of peace, enter into any agreement or compact with a foreign power, or engage in war, unless actually invaded or in such imminent danger as will not admit delay.
Article. II.
Section. 1. The executive shall be vested in the King of the Kingdom of Unihornitopia, he shall hold his office until death or abdication, he shall be coronated as follows; He shall be chosen by the former King (or the Imperial Court if the King has not chosen anybody or the person chosen is not fit to lead.) the person chosen must have attained the age of 18, or the Prime Minister will be acting-King until the person selected attains the age of 18 years. (The person chosen must take the surname of the former King.) While the Imperial Court is choosing the King, the Prime Minister will act as acting-King or Regent of the King.
The King shall at stated times receive for his services, a compensation, which shall be redetermined every five years by the People's Congress and the House of Lords. Before he enters on the execution of his office, he shall take the following oath or affirmation: - " I do solemnly swear that I will faithfully protect, preserve, and defend the people and the Constitution of the Kingdom of Unihornitopia with the best of my ability."
Section. 2. The King shall be commander in chief of the army , navy, and air-force of the Kingdom, and of the militia of the nobles, when called into actual service of the Kingdom of Unihornitopia; he may require the opinion, in writing of the principal in each of the executable departments, upon any subject relating to the duties of their respective office (The King's Cabinet), and he shall have the power to grant reprieves and pardons, for any minor offences against the Kingdom, except in cases of forced abdication.
He shall have power, by and with advice and consent of the People's Congress, to make treaties, provided there is a simple majority of Congressmen present concur; and he shall appoint ambassadors, other public ministers and consuls, nobles, judges of the predominant court, and all other officers of the Kingdom
Section. 3. He shall from time to time give the People's Congress information on the state of the Nation, and recommend to their consideration such measures as he shall judge necessary and expedient.
Section. 4. The King can be forced to abdicate office for, and conviction of, treason, bribery, or other high crimes and misdemeanours.
Article. III.
Section. 1. The judicial power of the Kingdom of Unihornitopia, shall be vested int the predominant court, and in such inferior courts as the imperial court may from time to time ordain and establish, The judges, both of the Predominant and inferior courts, shall hold their services a compensation, which shall not be diminished during their stay in office. The judges may be impeached from the Predominant court by the King, and the Imperia 1 court for treason, bribery, acceptance of bribery and high crimes. The People's Congress may decide the punishment for such crimes.
Section. 2. The judicial power shall extend to all cases, in law equity arising under this constitution, the laws of the Kingdom, and treaties made, or which shall be made under their authority;- to all cases affecting ambassadors, other public ministers and consuls;- to all cases of admiralty and maritime jurisdiction;- to controversies between two or more nobles; - In all cases affecting ambassadors, other public ministers and consuls, and those in which a noble or royal shall be party, the Predominant court shall have appellate jurisdiction, both as to law and fact with such exceptions, and under such regulations as the Imperial court shall have directed.
Section. 3. Treason against the Kingdom shall consist only in levying war against it, or in adhering to its enemies, giving them aid or comfort. No person shall be convicted of treason unless on testimony of two witnesses to the same overt act, or on confession in open court.
The People's Congress shall have power to declare the punishment of treason, but no attainder of treason shall work corruption of blood, or forfeiture except during the life of the person attained.
Article. IV.
The Imperial Court whenever it shall deem it necessary, (a simple majority in the people's congress and the King's command in the King's Cabinet) shall propose amendments to this constitution, on the recommendation of two thirds of the nobles, shall call a convention for proposing amendments, which in either cases, be valid to all intents and purposes.
Article. V.
This constitution, and laws of the Kingdom of Unihornitopia which shall be made in pursuance thereof; and all treaties made, or which shall be made under the authority of the Kingdom of Unihornitopia, shall be supreme law of the land; and judges in all territories shall be bound thereby, anything in the constitution or laws of any noble notwithstanding. All civil officers, congressmen, and all executive and judicial officers, shall be bound by oath or affirmation, to support this constitution; But no religious test shall ever be required as a qualification to any office or public trust under Unihornitopia.
Article. VI.
We the first Citizens shall be sufficient for the establishment of this constitution. Done in convection with our consent on the thirty-first day of May in two-thousand and twenty-two common era, we in creating this nation shall subscribe our names.
