Bill of Rights
Amendment I.
The Imperial Congress shall make no law, respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of press, or the right of the people to peaceably assemble, and to petition the government for redress of grievances.
Amendment II.
No soldier shall, in time of peace be quartered in any house, without the consent of the Owner and/or legal inhabitant, nor in time of war, but in a manner prescribed by law.
Amendment III.
The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
Amendment IV.
No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury, except in cases arising in the land or naval forces, or in the militia, when in actual service in time of war or public danger; nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.
Amendment V.
The people of Unihornitopia shall have the right to attempt to repair all of the hardware at which they own.
Amendment VI.
The People's Congress may never be dissolved.
The legislation of the People’s Congress shall take precedence over the legislation from the monarch whilst the monarch is given emergency dictatorship powers.
The time in which members of the people's congress shall be members of the people’s congress shall be three to six months. The people shall be given the right to resign at any time after the passing of 3 months since they became members. Members shall only be compensated for the time they have served.
Amendment VII.
The ownership, distribution, publication, and sale of books may not be hindered, or banned.
All residents of the Kingdom of Unihornitopia have the right to become educated.
Amendment VIII.
Political action committees are organizations that privately raise money to:
Influence elections
Influence legislation
Political action committees (p.a.c’s) shall not be formed.
No person or corporation may donate money to a member of the people’s Congress
No corporation or corporate sponsored entity may donate to a political candidate
An individual may not donate more than 1000 Pendal (Adjusted for inflation) in total to a political candidate.
A group of individuals is considered a p.a.c.
Amendment IX.
The people of the Kingdom of Unihornitopia have the right to shelter from the elements of nature.
Amendment X.
The right to adequate inexpensive healthcare shall not be abridged, or infringed upon, by corporations, or any law passed by the government of Unihornitopia.
Amendment XI.
Preface
In order to successfully operate a government under the Unihornitopian system, the congress must have a truly random membership.
The selection will be supervised by the current People’s Congress and the Executive, ensuring that all current members are excluded from the next selection. Using national census data, a comprehensive list of eligible citizens, identified by national ID numbers, will be organized by regions and demographics. Each region will create a pool of eligible candidates, and a public lottery event will be held where ID numbers are drawn at random. Selected individuals' IDs will be verified, and the results will be publicly announced and documented. Additionally, selected individuals will be notified via the royal mail service.
Health and Fitness
The terminally ill and senile shall not be permitted to become members. All selected members must undergo a comprehensive medical and psychological evaluation to ensure they are of sound mind and health before assuming their roles. Members shall be subject to periodic health assessments during their term to ensure ongoing mental and physical fitness for their duties. Any concerns regarding the mental fitness of a member can be brought before a special committee composed of medical and psychological experts for review. If found unfit, the member shall be respectfully replaced.
Incapacity
If a member dies or is otherwise incapacitated for a time predicted to be greater than the remaining duration of their term, a new member shall be selected to replace them. If a member is temporarily incapacitated but expected to recover within the remaining duration of their term, their duties shall be temporarily reassigned within the People's Congress until they can resume their role. Members must disclose any medical conditions prior to selection, and this information shall be confidentially reviewed by a designated medical board to avoid any potential conflicts of interest.
To ensure an effective legislative body, members will undergo a week-long educational program prior to attending the People's Congress. During this period, they will participate in daily mock sessions where practice bills are submitted, and each member is assigned a stance on the bill, following proper procedures. Additionally, members will practice writing and discussing bills by drafting their own practice bills, presenting them in mock sessions, engaging in discussions, debates, and deliberations, and receiving feedback. This preparation will help them formulate their own stances and create their own bills once they become members of congress.
In addition classes on parliamentary procedure shall be required throughout one's schooling, the curriculum shall be dictated by the province of the school but must align with the procedure of general assemblies and the People’s Congress.
Amendment XII.
The Members of the House of Lords shall be chosen by the king, and shall serve for life. It shall be made up of 33 members, all of which must be confirmed by the People's Congress.
