TITLE III - INDIVIDUAL AND SOCIAL RIGHTS AND DUTIES

Chapter 1 - Fundamental Guarantees

ARTICULO 35. Es libre la profesión de todas las religiones, así como el ejercicio de todos los cultos, sin otra limitación que el respeto a la moral cristiana y al orden público. Se reconoce que la religión católica es la de la mayoría de los panameños. 

ARTICULO 36. Las asociaciones religiosas tienen capacidad jurídica y ordenan y administran sus bienes dentro de los límites señalados por la Ley, lo mismo que las demás personas jurídicas.

ARTICULO 37. Toda persona puede emitir libremente su pensamiento de palabra, por escrito o por cualquier otro medio, sin sujeción a censura previa; pero existen las responsabilidades legales cuando por alguno de estos medios se atente contra la reputación o la honra de las personas o contra la seguridad social o el orden público.

ARTICULO 38. Los habitantes de la República tienen derecho a reunirse pacíficamente y sin armas para fines lícitos. Las manifestaciones o reuniones al aire libre no están sujetas a permiso y sólo se requiere para efectuarlas aviso previo a la autoridad administrativa local, con anticipación de veinticuatro horas. La autoridad puede tomar medidas de policía para prevenir o reprimir abusos en el ejercicio de este derecho, cuando la forma en que se ejerza cause o pueda causar perturbación del tránsito, alteración del orden público o violación de los derechos de terceros.

ARTICLE 35. The practice of all religions and the exercise of all forms of worship is free, with no other limitation than respect for Christian morality and public order. It is recognized that the majority of Panamanians practice the Catholic religion.

ARTICLE 36. Religious organizations have the legal capacity to manage and administer their assets within the limits established by law, as well as other juridical persons. 

ARTICLE 37. Every person may express his opinion freely, whether orally, in writing, or by any other means, without being subject to prior censorship. However, Legal measures may be incurred when, by any of these means, the reputation or honor of persons or social security or public order is jeopardized. "

ARTICLE 38. The inhabitants of the Republic have the right to gather peacefully without weapons for lawful purposes. Public demonstrations or open-air gatherings do not require permission. Prior notification to the local authorities, with 24 hours in advance, will be the only requirement for such gatherings. The authorities may take policing measures to prevent or punish the abuse of this right when the manner in which it is exercised causes, or may cause, disruption of traffic, a breach of public order or violation of the rights of others.
