Palace of Winds features many big skips, however it is still one of the more demanding dungeons execution-wise. The first two screens can be quite frustrating due to Peahat RNG, and the Wizzrobe Fight is considered one of the more difficult strats.
The boss fight isn't very RNG-heavy, but can still lose you a lot of time if Gyorg gives you bad attack patterns.
There are 2 main strategies for the Wizzrobe fight, one uses the Sword+Bombs and the other uses the Lantern+Bombs. Both are equally as fast, so use what you find easier.
You can skip jumping up all the clouds by jumping up towards the top of the screen from different heights.
For most Cloud Jumps, jumping off the 3rd cloud will get you to the loading zone (left image). For the Cloud Jump before the Ball & Chain Soldiers fight, jumping off the 2nd cloud is enough (right image). For the last set of clouds, it is better to just jump up all of them, since the shortcut is inconsistent and doesn't save nearly enough time to be worth it, however it is possible to do it from the 4th cloud.
After acquiring Roc's Cape and jumping up the clouds to the next floor. You can make a quick jump over to the moving platform at the bottom left of the room. Skipping most of the floor and saving roughly 40 seconds.
Using either Wirbelhop or Stair Clip, you can skip the room that requires Minish Link to push pots and either get the small key or skip the key door entirely. In the current any% route, we do get the small key to use on a later door. (video example at 1:02)
It is possible to use Cutscene Ocarina Glitch after defeating the Ball & Chain Soldiers, which allows you to skip the Moblin Fight as well as a few screens, saving about 17 seconds. If one decides to opt in this trick, they would skip the first Wirbelhop to get the small key earlier, and get this key instead.
You only have one try for this trick, as the cutscene will be gone if you miss the OG. In that case, you would lose about 15 seconds by having to do the moblin fight.
Due to discoveries earlier in the dungeon, choosing to get a key from this chest barely breaks even in terms of timesave even when performed perfectly
Thanks to Boss Door Clipping, the 2nd half of Palace of Winds can be skipped completely, allowing us to directly go to the boss after obtaining the Boss Key.
You do not have to mimic Red Gyorg's eyes to hit all of them, it is possible to hit him with most formations. The _- _ and _ -_ formations seem to work best.
The eye patterns on both the Red and Blue Gyorgs are random, the strat for the Blue Gyorg is to charge a spin attack in the middle. Wait for the eyes to open and then try and release as near to the eye as possible. Either the spin hits twice and kills the eye or it hits only once, if it is still alive then wait another cycle and slash it twice to advance the cycle
It is ideal to do a whole phase of Red Gyorg's with the same pair of clones. Once the eyes are vulnerable, the boss will take damage each time 3 eyes are hit in quick succession, the aim is to slash at least 6 eyes at a time to maximise damage. The boss can take at most 12 hits of damage (12x 3-eyes, or 6x 6-eyes) per cycle before hitting its damage cap for the cycle, it will appear to take more however it does not count any of it, use this time to dodge projectiles to prepare for the next cycle.

The only aspect of RNG in the fight are the eye positions and then the path the Blue Gyorg flies in, all the projectile shots are fired at the same timings based off the current cycle and they are always aimed at link's current position.
This allows you to perform the first 2 cycles in an almost perfectly scripted fight.
Only from 3rd phase does RNG begin to have a significant impact, as the Blue Gyorg can either fly across the top or the bottom of the Red Gyorg, try your best to keep your clones alive during its flyby.
If you lose your clones just before the 2nd cycle, it is possible to hit the some of the formations without using any clones. The eye formations must have the two adjacent eyes open (see images below). Other eye formations where there are no adjacent eyes open cannot be done cloneless.
To do this, you need to stand in roughly these positions and slash your sword once:
Spin position: align the tip of the sword at the very center point of all 8 eyes (Horizontally between the 2nd and third row of eyes, Vertically between the top and bottom rows of eyes)
Spin position: align the tip of the sword with the middle eye, just a few pixels to the left of perfectly centered on the pupil.
A spin attack can also hit all the eyes if the sword is faced upwards towards the eyes. This is useful for the final phase when you just have 1 cycle left to end the fight, you can spin to hit the eyes faster than creating clones.
