(a) The Pei’Lei penal code takes effect whenever the Census Keeper determines a population of Pei’Lei reaches five hundred.
(b) Until such time, Maritime law is in effect.
(a) Chief of the Court is appointed by the Governors of Pei’Lei.
(b) Judges are appointed by the Chief of the Court.
(a) If arrested for a crime, you will be held in custody until a trial is held, or a plea of guilty is submitted.
(b) There is no bail.
(a) Trial must be held within twenty courthouse working days.
(b) Time frame can be extended for serious crimes only.
(c) Serious crimes: See below.
(a) Trial options: Three judge panel only.
(b) Serious crimes require a five judge panel.
(c) Requires a majority vote of the Judges to be convicted of a crime.
(d) Achieve guilty vote by showing a preponderance of the evidence.
(e) “More likely than not.”
(a) If convicted of a “serious” crime, you will be held in custody until the Governors of Pei’Lei determine a proper punishment.
(b) Five Judge panel AND the Chief of the Court to submit punishment recommendations for serious crimes to the governors.
(c) If convicted of a non-serious crime, punishment to be determined by the three Judge panel.
(d) If the three Judge panel cannot agree on a punishment, the Chief of the Court will determine the punishment.
(e) No limitations as to what a punishment can be for any crime.
(f) Those carrying out a punishment are immune from being charged with a crime for the act of carrying out that punishment (to be voted on).

(b) Assault of Pei’Lei officials
(1) Includes government officials, judges, guards, or anybody else employed by the government of Pei’Lei and their immediate families
(c) Sexual assault (includes forcible rape, coercive rape, pedophilia, incestual, and necrophilia)
(d) Torture
(e) Kidnapping
(f) Child abuse
(g) Escape lawful custody by use of magic
(h) Breaking into or damaging the governor’s villa
(i) Corruption by a government official
(j) Treason
(k) Espionage
(l) Desertion
(m) Hunting in the protected forest*
(n) Destruction of natural property in the protected forest*

(a) Assault and Battery
(b) Perjury
(c) Theft
(d) Fraud
(e) Forgery
(f) Counterfeiting
(g) Tax evasion
(h) Intentional damage to property
(i) Intentional damage to the environment
(j) Arson
(k) Embezzlement
(l) Stalking
(m) Escape lawful by use of non-magical means
(n) Fleeing guards
(o) Resisting arrest
(p) Prisoner possessing contraband
(q) Any other form of miscellaneous criminal activity as determined by the court administrator, the acting government leader in the absence of the governors, or the governors of Pei’Lei
