THE CONSTITUTION OF THE TSARDOM OF HUFSTET
Established by Tsar Owen I
PREAMBLE
By the will and authority of Tsar Owen I, the Tsardom of Hufstet is founded as a sovereign and indivisible state. This Constitution affirms the supremacy of the Tsar, the unity of the nation, and the permanence of its identity across physical and digital domains. All governance, law, and national direction originate from the Throne.
ARTICLE I — THE STATE
The Tsardom of Hufstet is a unitary autocratic state.
The Tsardom’s capital exists wherever the Tsar is present.
The Tsardom includes all lands, digital spaces, and holdings under the dominion of the Tsar.
No external authority may claim jurisdiction over the Tsardom.
ARTICLE II — THE TSAR
The Tsar is the sole sovereign and holds absolute authority.
The Tsar exercises all legislative, executive, judicial, and symbolic powers.
The Tsar’s decisions are final and binding.
The Tsar may create or abolish institutions at will.
The Tsar’s person is inviolable and represents the state itself.
ARTICLE III — GOVERNANCE
There are no councils, assemblies, parliaments, or elected bodies.
All state functions operate under direct command of the Tsar.
Administrative roles may be created by the Tsar for convenience, but they hold no independent authority.
All officials serve at the Tsar’s pleasure and may be dismissed at any time.
ARTICLE IV — LAW
The Tsar is the source and interpreter of all law.
Laws are enacted through Tsarist Decrees, which take immediate effect upon proclamation.
No law or custom may contradict the will of the Tsar.
The Tsar may suspend, amend, or abolish any law at any time.
ARTICLE V — JUSTICE
The Tsar is the highest judge of the Tsardom.
Courts may be established for administrative purposes, but all rulings are subject to the Tsar’s authority.
The Tsar may issue pardons, punishments, or judgments directly.
ARTICLE VI — CITIZENSHIP
Citizenship is granted solely by the Tsar.
Citizens owe loyalty, obedience, and respect to the Tsardom and its Sovereign.
Rights and privileges are defined by the Tsar and may be altered at any time.
Citizenship may be revoked by decree.
ARTICLE VII — TERRITORY
All territory of the Tsardom is held under the direct dominion of the Tsar.
The Tsar may designate lands as provinces, estates, or zones, but these divisions hold no autonomous authority.
Digital territory is also recognized as sovereign space of the Tsardom.
ARTICLE VIII — NATIONAL SYMBOLS
The Tsar defines all national symbols, including the flag, seal, anthem, and heraldry.
Unauthorized alteration or misuse of national symbols is prohibited.
All symbols represent the authority and heritage of the Tsar.
ARTICLE IX — DIGITAL SOVEREIGNTY
The Tsardom maintains a permanent digital presence as part of its identity.
All official documents and decrees must be preserved in stable digital form.
The Tsar controls all digital platforms representing the Tsardom.
Impersonation of the Tsardom or its institutions is forbidden.
ARTICLE X — AMENDMENT
Only the Tsar may amend this Constitution.
Amendments take effect immediately upon proclamation.
No amendment may limit the authority of the Tsar.
ARTICLE XI — SUPREMACY
This Constitution is subordinate only to the will of the Tsar.
All institutions, laws, and customs derive legitimacy from the Throne.
The Tsardom of Hufstet exists in perpetuity under the authority of Tsar Owen I.
AMENDMENT I — TSAROCRACY AS THE OFFICIAL IDEOLOGY
TSAROCRACY IS HEREBY ESTABLISHED AS THE OFFICIAL AND GOVERNING IDEOLOGY OF THE TSARDOM OF HUFSTET. ALL INSTITUTIONS, CUSTOMS, AND LAWS SHALL CONFORM TO ITS PRINCIPLES.
TSAROCRACY IS PERMANENT AND MAY NOT BE CONTRADICTED BY ANY DOCTRINE, LAW, OR CUSTOM.
AMENDMENT II — DONATED LAND AS PRIVATE PROVINCIAL TERRITORY
CITIZENS OF THE TSARDOM MAY DONATE LAND TO THE TSARDOM WHILE RETAINING PRIVATE OWNERSHIP.
DONATED LAND REMAINS THE PRIVATE PROPERTY OF THE DONOR.
THE DONOR MAY CONTINUE TO INHABIT, USE, AND MANAGE THE LAND, SUBJECT TO THE GOVERNMENT OF THE TSARDOM.
