THE ROYAL HIERARCHY AND LAND OWNERSHIP ACT
TSARDOM OF HUFSTET

SUBJECT: ESTABLISHMENT OF THE ROYAL HIERARCHY, NOBILITY SYSTEM, AND LAND OWNERSHIP RIGHTS
I. ESTABLISHMENT OF THE ROYAL HIERARCHY
The Tsardom Of Hufstet hereby establishes a formal system of ranks, titles, and social order under the supreme authority of the Crown. All ranks, privileges, and noble titles flow from the Tsar and may be granted, revoked, or amended by Royal Decree.
THE TSAR
The Tsar is the supreme and sovereign ruler of the Tsardom Of Hufstet.
The Tsar holds absolute Royal authority over all Provinces, officials, land, titles, and law.
The Tsar may issue Royal Decrees, appoint or dismiss officials, and modify this Act at will.
All authority within the Tsardom originates from the Crown.
THE ROYAL ADVISOR
The Royal Advisor serves directly beneath the Tsar.
The Royal Advisor holds no land but possesses elevated administrative authority.
The Royal Advisor oversees national policy, maintains the Royal Land Ledger, and ensures the execution of Royal law.
The Royal Advisor may act on behalf of the Tsar when delegated.
PROVINCIAL GOVERNORS
Each Province shall be administered by a Governor appointed by the Tsar.
Governors enforce Royal law, manage local affairs, and oversee land distribution within their Province.
Governors must maintain accurate records of land parcels and report all changes to the Royal Advisor.
All actions of a Governor are subject to Royal review and may be reversed by the Tsar.
THE NOBLE RANKS
The following noble titles may be purchased using the national currency, the HF, and grant social standing within the Tsardom:
Grand Duke — 250 HF
Duke — 200 HF
Count — 150 HF
Baron — 100 HF
Knight — 50 HF
Noble titles grant prestige and certain privileges as defined by Royal custom.
Nobility may not override the authority of the Tsar or appointed officials.
Titles may be revoked for treason, fraud, or violation of Royal law.
CITIZENS AND LaND HOLDERS
Citizens possessing HF may purchase land parcels and participate in the national economy.
Land Holders have no political authority unless separately appointed or elevated by the Crown.
Citizens may rise in rank through economic achievement, service to the Tsardom, or acquisition of noble titles.
II. LAND OWNERSHIP SYSTEM
The Tsardom Of Hufstet establishes a regulated system of land ownership to ensure order, fairness, and proper record-keeping under the Crown.
PARCEL STRUCTURE
Land shall be sold in units of two square feet per parcel.
Larger plots may be formed by combining parcels with approval from the Governor of the Province in which the land lies.
Parcels may be traded, gifted, or inherited, provided all transfers are recorded in the Royal Land Ledger.
CURRENCY REQUIREMENT
All land purchases must be made using the official national currency, the HF.
The Tsar controls minting, issuance, and exchange rates of the HF.
The HF is pegged to the United States Dollar at a fixed rate established by Royal Decree.
LAND PRICING
Standard Parcel (2 sq ft): 25 HF
Prices may be adjusted by the Tsar to maintain economic stability.
REGISTRATION OF LAND
All land transactions must be recorded in the Royal Land Ledger, maintained by the Royal Advisor.
Land Holders must maintain proof of purchase and boundaries.
Failure to maintain accurate records may result in forfeiture of land to the Crown.
III. ECONOMIC RIGHTS AND PURCHASED PRIVILEGES
The Tsardom Of Hufstet recognizes the right of citizens to purchase titles, privileges, and services using HF, thereby contributing to the national economy.
RIGHTS OF NOBILITY
Nobles may participate in advisory councils, sponsor national projects, and hold ceremonial roles.
Higher ranks may receive priority in land purchases, economic opportunities, and state appointments.
All noble privileges remain subject to the authority of the Tsar.
IV. ENFORCEMENT AND AMENDMENT
This Act shall be enforced by the Tsar, the Royal Advisor, and the Provincial Governors.
All citizens, nobles, and officials are bound by its provisions.
The Tsar reserves the right to amend, expand, or repeal any section of this Act by Royal Decree.
