THE PROVINCE ESTABLISHMENT AND GOVERNANCE ACT  

TSARDOM OF HUFSTET  

DECREE NO: 02  DATE: APRIL 23, 2026  

SUBJECT: ESTABLISHMENT OF PROVINCES AND GOVERNMENTAL STRUCTURE

I. ESTABLISHMENT OF PROVINCES  

The Tsardom Of Hufstet is hereby divided into three official Provinces, each recognized as a territorial and administrative subdivision of the Crown.

Province Of Wheatlia

 Size: 5 Acres

1.  Description: The Capital Territory and one of the original lands of the Tsardom.

Province Of Ruraltania  

 Size: 20 Acres

2.  Description: The largest Province, primarily agricultural and rural in nature.

Province Of Chaplashia

 Size: 5 Acres

3.  Description: A Province defined by the Southern Baptist Church located within its borders.

II. ROYAL GOVERNMENTAL HIERARCHY  

The governance of the Tsardom Of Hufstet shall be organized as follows:

The Tsar  

 The Tsar is the supreme and sovereign ruler of the Tsardom Of Hufstet.

 The Tsar holds absolute Royal authority over all Provinces, officials, land, and law.

1.  The Tsar may issue Royal Decrees, appoint or dismiss officials, and amend this Act at will.

The Royal Advisor  

 The Royal Advisor serves directly beneath the Tsar.

 The Royal Advisor holds no land but possesses elevated administrative authority.

 The Royal Advisor advises the Tsar, coordinates national policy, and oversees the functioning of government.

2.  The Royal Advisor may act on behalf of the Tsar when delegated.

Provincial Governors  

 Each Province shall be administered by a Governor appointed by the Tsar.

 Governors manage local affairs, enforce Royal law, and oversee land distribution.

3.  All actions of a Governor are subject to Royal review and may be reversed by the Tsar.

Land Holders  

 Citizens possessing the national currency, the HF, may purchase land parcels.

 Land Holders have no political authority unless separately appointed.

4.  Land ownership is a privilege granted by the Crown and may be revoked for violations of Royal law.

III. LAND OWNERSHIP SYSTEM

Parcel Structure  

 Land shall be sold in units of two square feet per parcel.

1.  Parcels may be combined, traded, or inherited with approval from the Governor of the Province in which the land lies.

Currency Requirement  

 All land purchases must be made using the official national currency, the HF.

2.  The Tsar controls minting, issuance, and exchange rates.

Registration Of Land  

 All land transactions must be recorded in the Royal Land Ledger, maintained by the Royal Advisor.

3.  Land Holders must maintain proof of purchase and boundaries.
