TSARDOM OF HUFSTET

DECREE NO: 01  DATE: APRIL 13, 2026

SUBJECT: ESTABLISHMENT OF THE HUFSTET FRANC (HF)

I. ESTABLISHMENT OF CURRENCY

The Hufstet Franc (HF) is hereby declared the sole legal tender

 of the Tsardom of Hufstet and all its associated territories.

The initial valuation of the currency is pegged at:

1.  1 HF = $0.10 USD (United States Dollar).

II. ANTI-INFLATION PROTOCOL (THE DOLLAR-INDEX)

To ensure the purchasing power of the HF citizenry remains

 absolute, the HF shall be adjusted against the US Dollar's annual

 inflation rate.

The Tsar's Central Bank will review the Consumer Price Index (CPI)

 biannually. If the value of the USD decreases, the "Internal Value"

 of the HF will be recalculated to ensure 10 HF remains equal to its

1.  original 2026 purchasing power.

For each review period, the external reference rate of the HF shall be:

 1 HF = $0.10 × (CPIₜ / CPI₂₀₂₆),

where CPI₂₀₂₆ is the US CPI in 2026 and CPIₜ is the US CPI at the time of review.

Total circulation is strictly capped at 1,000 HF. Unauthorized

 creation of currency is treason against the Tsardom.

IV. REDEMPTION

The HF may be exchanged for internal perks, titles, and services

 as decreed by the Tsar.

The exchange rate of $0.10 is the standard for all internal trade
