THE CONSCRIPTION ACT
TSARDOM OF HUFSTET
DECREE NO: 04 DATE: JUNE 10, 2026
SUBJECT: GRANTING THE TSAR FULL AUTHORITY TO CONSCRIPT THE POPULATION DURING TIMES OF WAR
I. SUPREME WARTIME AUTHORITY OF THE TSAR
The Tsardom of Hufstet affirms that all powers of mobilization, manpower allocation, and wartime service rest solely with the Crown.
THE TSAR
The Tsar holds absolute authority to conscript any citizen, resident, or subject of the Tsardom.
The Tsar may determine who is conscripted, when they are conscripted, and for what purpose.
The Tsar may assign conscripts to any role, task, or duty deemed necessary for the defense or advancement of the Tsardom.
All conscription orders issued by the Tsar take immediate effect and override all prior laws, customs, or privileges.
II. CONDITIONS FOR CONSCRIPTION
Conscription may be enacted under any of the following circumstances:
A Royal Declaration of War.
A National Emergency threatening the sovereignty or stability of the Tsardom.
A Mobilization Order issued by the Tsar for strategic, defensive, or expansionary purposes.
Any situation in which the Tsar deems conscription essential to national survival.
III. SCOPE OF CONSCRIPTION
The Tsar may conscript individuals of any age, profession, or social standing, unless explicitly exempted by Royal Decree.
The Tsar may determine the nature of service, including physical labor, logistical support, civil duties, or any wartime function.
The Tsar may reassign conscripts at any time based on changing national needs.
Duration of service shall be determined solely by the Tsar.
IV. OBLIGATIONS OF CONSCRIPTS
All conscripts must obey lawful commands issued under the authority of the Tsar.
Failure to report for conscription constitutes dereliction of duty and may be punished by Royal Decree.
Conscripts shall remain in service until formally released by the Tsar or until wartime conditions cease.
V. EXEMPTIONS
The Tsar may grant exemptions to individuals whose skills, duties, or positions are deemed essential to internal stability.
Exemptions may be temporary or permanent, and may be revoked at any time.
Noble rank does not constitute grounds for exemption unless explicitly granted by the Tsar.
VI. RIGHTS AND RECOGNITION
Conscripts shall receive basic provisions as determined by the Tsar.
Acts of loyalty, bravery, or exceptional service may be rewarded with HF compensation, land parcels, noble titles, or even the Golden Cross.
Injured conscripts may receive aid as determined by the Crown.
VII. ENFORCEMENT AND AMENDMENT
This Act shall be enforced by the Tsar and any officials appointed by Him.
All citizens, nobles, and residents of the Tsardom are bound by its provisions.
The Tsar reserves the right to amend, expand, or repeal any section of this Act at any time.
