TSARDOM OF HUFSTET

SUBJECT: FORMAL ORGANIZATION OF THE MILITARY INTO DIVISIONS UNDER THE AUTHORITY OF THE TSAR
I. SUPREME MILITARY AUTHORITY OF THE TSAR
The Tsardom of Hufstet affirms that all military structure, organization, and authority originate solely from the Crown.
THE TSAR
The Tsar holds absolute authority over the creation, dissolution, and regulation of all military divisions.
The Tsar may appoint, dismiss, or replace any Division Commander at will.
All military orders issued by the Tsar take immediate effect and override all prior directives.
II. ESTABLISHED MILITARY DIVISIONS
The Tsardom of Hufstet formally recognizes the following Divisions as the core structure of its armed forces:
THE 1ST SPECIAL OPERATIONS DIVISION
Responsible for high‑risk missions, strategic operations, reconnaissance, and specialized tasks requiring elite capability.
Operates directly under the authority of the Tsar.
Commanded by a Division Commander appointed by the Tsar.
THE 1ST DEFENCE DIVISION
Responsible for territorial protection, fortification, internal security, and the safeguarding of national borders and assets.
Maintains readiness for defensive mobilization at all times.
Operates directly under the authority of the Tsar.
Commanded by a Division Commander appointed by the Tsar.
III. DIVISION COMMANDERS
Each Division shall be led by a Division Commander.
Division Commanders answer directly to the Tsar and derive all authority from Royal appointment.
Division Commanders may issue orders within their Division but may not contradict any directive of the Tsar.
The Tsar may remove or replace any Division Commander without cause or explanation.
IV. DUTIES OF THE DIVISIONS
Divisions must maintain discipline, readiness, and loyalty to the Crown.
Divisions must train conscripts, volunteers, and personnel assigned by Royal Decree.
Divisions must maintain accurate records of personnel, equipment, and operations.
Divisions must report all significant activities directly to the Tsar.
V. RECRUITMENT AND ASSIGNMENT
The Tsar may assign conscripts or volunteers to either Division.
Divisions may not refuse personnel assigned by Royal Decree.
Transfers between Divisions require the approval of the Tsar.
VI. ENFORCEMENT AND AMENDMENT
This Act shall be enforced by the Tsar and all appointed Division Commanders.
All military personnel are bound by its provisions.
The Tsar reserves the right to amend, expand, or repeal any section of this Act at any time.
