Caucasus witnessing 'state terror'

Oleg Orlov, the chairman of Memorial, a Russian human rights organisation, tells Al Jazeera that increasing government losses in the North Caucasus have led to a policy of "state terror" in the region.

In the Northern Caucasus (including Chechnya), underground militia which use terrorist methods are fighting the Russian state.

In turn, the state and its military structures, carry out a policy of state terror to fight their underground foe.
