Secret Panel may put Americans on 'Kill List'

A secret panel of mid-level national security officials has been established that can put American citizens on a “kill or capture” list that is ultimately sent to the White House for final approval.

The panel’s recommendations first go through a group of National Security Council “principals” – meaning Cabinet secretaries and intelligence chiefs – for approval before reaching the president’s desk, according to a report today by Reuter’s.

There is no public record of the panel’s workings and no law actually establishing it or spelling out its functions.

UN human rights chief urges States to end discrimination against migrants

he top United Nations human rights official has urged States to end the criminalization of irregular migrants and to reduce barriers to human mobility by expanding channels for legal migration, deploring the discrimination, abuse and exploitation many migrants are subjected to.

“Although States have legitimate interests in securing their borders and exercising immigration controls, such concerns do not trump the obligations of the State to respect the internationally guaranteed rights of all persons,” Navi Pillay, the UN High Commissioner for Human Rights, said yesterday in a speech to the 4th Global Forum on Migration and Development.

Russia will not leave in lurch alleged Russian spies in Georgia - lawmaker ...

"People who are not related to intelligence services and who have done nothing against Georgia have been arrested," Konstantin Kosachev, who heads the foreign affairs committee of the lower house of the Russian parliament, the State Duma, said.

"Mr. [Georgian President Mikheil] Saakashvili has at least two passions. The first of them is to deteriorate relations with Russia as much as possible, represent Russia as enemy of Georgia and Georgian people," Kosachev commented the bogus allegations.

"The second is to kill as many people as possible on this way, I mean the tragedy in South Ossetia, or put behind bars as many people as possible," he added.

Kosachev reminded the Georgian leadership the words of Russian President Vladimir Putin who has many times reiterated that Russia would always defend its citizens by all available means.

"The situation is very serious and those who have unfolded this provocation should realize this and remember and know that Russia would never leave its citizens in the lurch."

Kufuor unhappy with treatment meted out to him since leaving office

Former President John Agyekum Kufuor has expressed disquiet about treatments he has been subjected to within the past one-and-a-half year since leaving office.

He said he believes that while he was president of Ghana he served the country to the best of his ability. He regretted that after he had served Ghana well with the positive signs everywhere to be seen, some people were committed to downplaying his achievements and publishing negative materials about him on the internet.

The former president said that he will not pretend to have been a happy man over the past one and a half years, and that he feels deeply hurt by the relentless effort by some people to diminish his achievements during his tenure as president.

The Vatican late last week conferred on former President John Agyekum Kufuor the highest ecclesiastical honour of the Knight Commanderhood of the Order of Pope Pius IX.

UN agency appeals for better protection for world’s stateless people

The United Nations refugee agency appealed today for greater efforts to help an estimated 12 million people worldwide who are considered stateless and left in limbo with limited human rights.

Volker Türk, Director of International Protection for the UN High Commissioner for Refugees (UNHCR), highlighted in particular the need for countries to accede to two key international legal instruments – the 1954 Convention relating to the Status of Stateless Persons and the 1961 Convention on the Reduction of Statelessness – to protect the rights of stateless people.

Yemen abandons human rights in the name of countering terrorism

The Yemeni authorities must stop sacrificing human rights in the name of security as they confront threats from al-Qa’ida, Zaidi Shi'a rebels in the north, and address growing demands for secession in the south, Amnesty International said in a new report.

Yemen: Cracking Down Under Pressure documents a catalogue of human rights violations including unlawful killings of those accused of links to al-Qa'ida and Southern Movement activists, and arbitrary arrests, torture and unfair trials.
